MINUTES <br />CITY COUNCIL <br />JANUARY 28, 2015 <br />McGraw asked if the crossing improvements would trigger increased train <br />speeds. McKenzie stated that there are other issues that impact the train <br />speeds such as overall conditions and the geometry of the track. I -le also <br />noted that there is a 10 mph curve at Cartigan Junction that prevents trains <br />from putting on too much speed in the area. Another factor is pending <br />Federal legislation that will likely place a maximum of 40 mph on oil <br />trains. <br />Fischer stated that he can see the benefit to closing Woodlyn and <br />constructing a new road through the redevelopment area. However, at this <br />time there are too many hurdles and unknowns to move forward with that <br />plan. Fischer felt that the City should move forward with improving the <br />Woodlyn crossing at this time. Keis agreed. <br />McKenzie indicated that it was his estimate that the crossing <br />improvements would be completed this fall. <br />McKenzie indicated that the only medians that are proposed are on County <br />Road B. Given the four quadrant gates proposed for the Woodlyn Avenue <br />crossing, medians will not be necessary at that crossing. McKenzie <br />pointed out that if safety ratings change in the future, it may be necessary <br />to add medians at some crossings.
