MINUTES
CITY COUNCIL
JANUARY 28, 2015
QUIET ZONE
Keis indicated that prior to this meeting the Council held a workshop
relative to the Quiet Zone study. Keis reported that progress toward
establishing quiet zones at the City's railroad crossings is progressing
well, and it is anticipated that the needed crossing improvements to
establish the quiet zones will be completed this fall. The Administrator
indicated that there are agreements needed with MN DOT as part of the
process that will likely be presented to the Council for approval in
February.
LCRA Keis announced that the Little Canada Recreation Association Ice
ICE Fishing Contest will be this Saturday, January 31s`, at Gervais Beach
FISHING beginning at noon. In conjunction with the Ice Fishing Contest, the
CONTEST Little Canada Fire Department will be selling booya at the new fire station
beginning at 8 a.m. until supplies last.
MAYOR Keis read a letter of condolence on the passing of Mayor Bill Blesener
BILL that was sent to him by Mayor Keith Hobbs of Thunder Bay, the City's
BLESENER sister city.
PUD & Keis opened the Public Hearing to consider the request for a Planned Unit
ARCHI- Development (PUD) Permit to allow signage on a single tenant
TECTURAL commercial building, varying from size, number and construction/design
REVIEW — requirements of the zoning Ordinance along with an Architectural Review
61 WEST for exterior paint and materials at Saxon Lanes. It was noted that the
LITTLE Planning Commission has recommended approval of the PUD Permit and
CANADA Architectural Review subject to compliance with the recommendations of
ROAD — the City Planner and subject to the removal of the Mingles sign.
SAXON
LANES The City Planner reviewed his December 30, 2014 report noting that the
Saxon Lanes would like to paint a series of sign and graphics on the
exterior of its building. The three signs proposed include painting the
word "BOWL" on the south side, north side, and the west wall near the
entrance of the building. The Planner noted that give the property has
frontages on two streets, the allowable signage area for the building is 795
square feet. The signage proposed totals approximately 440 square feet,
therefore, is well within the amount of signage allowed. The Planner
noted that the Architectural Review considers the materials and colors of
the proposal. Given the Architectural Guidelines for this area do not
specify acceptable or unacceptable colors, the red and grey color scheme
proses no issues.
2
