MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JANUARY 23, 2007 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 23rd day of <br />January, 2007 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Mr. Bill Blesener <br />Ms. Barb Allan <br />Mr. John Keis <br />Mr. Rick Montour <br />ALSO PRESENT: <br />City Administrator <br />City Engineer <br />Public Works Supt. <br />City Clerk <br />Mr. Joel R. Hanson <br />Mr. Lee Elfering <br />Mr. Bill Dircks <br />Ms. Kathy Glanzer <br />IMP. NO. Mayor Blesener opened the Public Hearing to consider the <br />2007-O1 - improvement of Viking Drive from Rice Street to County Road B-2 <br />VIKING East by street reconstruction, concrete curb and gutter, and drainage <br />DRIVE enhancements. <br />The City Engineer presented a detailed report relative to this proposed <br />improvement. That report outlined the project history relative to street <br />condition and utilities. The Engineer noted that the pavement rating for <br />Viking Drive is at 60 out of a possible 100. There is varying right-of--way <br />as well as pavement width along Viking Drive, and some bituminous <br />curbing exists. Both watermain and sanitary sewer exists along the length <br />of the road, but there is a minimal storm sewer collection system in place. <br />The Engineer then reviewed the proposed improvements as outlined in his <br />report, noting that the proposal is to standardize the pavement width at 30 <br />feet. The Engineer noted that due to existing conditions of the street, <br />location of access points, and different uses along Viking Drive, two <br />methods of improvement are being proposed. These are as follows: <br />o Minnesota to 75 Viking Drive -New construction of a 30' <br />urban section with concrete curb. <br />0 75 Viking Drive to 5 Viking Drive - Fu11 reconstruction to <br />a 30' urban section with concrete curb. <br />
