Replace bituminous curb. <br />Full reconstruct if base is unsuitable. <br />o Heather Oaks Townhomes to County Road B-2 -Full <br />reconstruction to a 30' urban section with concrete curb. <br />The Engineer indicated that driveways within the new construction and <br />full reconstruction would receive concrete aprons. He also noted that <br />there are minimal storm drainage improvements proposed in the cold in- <br />place recycle section. The new construction and full reconstruction <br />sections would be fully served with storm sewer. Storm water treatment <br />would be provided and may include rainwater gardens in boulevard areas. <br />The Engineer noted that at the informational meeting property owners <br />expressed interest in a sidewalk along Viking Drive; and some survey <br />work was done to determine if a sidewalk would be feasible. Based on the <br />results of that survey, it was determined that while there are areas a <br />sidewalk would work, there are many more where it would not or would <br />have considerable impact on the adjacent properties. Therefore, it was <br />determined that a sidewalk would not be cost effective. The Engineer <br />suggested that the pavement be striped to provide for two 11-foot driving <br />lanes and two 4-foot shoulders to accommodate walkers and bikers. The <br />Engineer also suggested that the street width could be increased to 32 feet, <br />thus providing for two 5-foot shoulders. <br />Dotty Norgard, Heather Oaks, asked if a trail was a possibility. The <br />Engineer reported that a sidewalk is generally a 6-foot wide concrete path, <br />while a trail is an 8-foot wide bituminous path. The sane design standards <br />would have to be met for either, thus a trail is not feasible as well. <br />Allan asked if MN DOT would allow a trail or sidewalk on their right-of= <br />way. The City Engineer reported that generally MN DOT will a]low trail <br />or sidewalk crossings, but does not want these improvements running <br />parallel on their right-of--way. The Engineer indicated that the City could <br />ask, but he anticipated that a trail or sidewalk improvement on the MN <br />DOT right-of--way may negatively impact any future expansion of <br />Highway 36. <br />Keis asked if parking was allowed on Viking Drive. The City Engineer <br />replied that it was. The Engineer also suggested the option of moving the <br />street crown over to one side of the road to allow for a wider shoulder. <br />The Council felt that the Viking Drive properties had adequate off-street <br />parking and that there was not alot of on-street parking occurring. <br />
