MINUTES <br />CITY COUNCIL <br />JANUARY 23, 2007 <br />RESOLUTION NO. 2007-I-12 -ORDERING THE IMPROVEMENT <br />AND PREPARATION OF PLANS FOR IMPROVEMENT NO. 2007- <br />OI, VIKING DRIVE,WITH 32-FOOT ROAD SURFACE CONSISTING <br />OF TWO 11-FOOT DRIVING LANES AND TWO 5-FOOT <br />SHOUDERS <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />IMP. NO. Mayor Blesener opened the public hearing to consider the improvement <br />2007-02 - of Canabury Drive from County Road B-2 East to Demont Avenue by <br />CANABURY street reconstruction, concrete curb and gutter, and drainage <br />DRIVE enhancements. <br />The City Engineer presented a detailed report relative to this proposed <br />improvement. That report outlined the project history relative to street <br />condition and utilities. The Engineer noted that the pavement rating for <br />Canabury Drive is 43 out of a possible 100. There is varying right-of--way <br />as well as pavement width along Canabury Drive. All adjacent properties <br />are served by watermain and sanitary sewer. There is a minimal storm <br />sewer collection system in place. <br />The Engineer reviewed the proposed improvements which include <br />reconstruction as a 30-foot urban section street and re-establishment of the <br />street crown. Concrete curb and gutter with concrete driveway aprons are <br />proposed. Catch basins would be installed to provide drainage, and rain <br />gardens or other means of storm water treatment would be added. The <br />Engineer indicated that it would be possible to construct a 6' sidewalk on <br />the west side of the road. There would be additional tree impact <br />depending on boulevard width between the street and sidewalk. The <br />Engineer reviewed the City's assessment policy, proposed construction <br />schedule, and potential construction issues. He then reviewed the <br />proposed preliminary assessment roll for this project. <br />The City Engineer noted that the Cormcil has ordered the improvement of <br />Viking Drive from Rice Street to County Road B-2 and explained the <br />details of this project. He also indicated that the possibility of a sidewall< <br />was explored along Viking Drive, but due to grades and the close <br />proximity of the MN DOT right-of--way it was determined that wider <br />shoulders along the street for pedestrian traffic would be preferable. The <br />Council has determined that Viking Drive will be a 32-foot wide street <br />with two 11-foot driving lanes and 5-foot shoulders on either side. <br />
