MINUTES <br />CITY COUNCIL <br />JANUARY 14, 2015 <br />the licensing exemption be expanded to include wellness programs <br />sponsored by the management of senior housing complexes. <br />Fischer agreed with the recommendation and asked if the exemption <br />should be expanded to work environments noting that this benefit is <br />provided at his place of business. The City Attorney recommended that <br />the Council act on such a request if one is made. <br />Torkelson introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-1-11—AMENDMENT THE CITY'S <br />MASSAGE THERAPY ORDINANCES EXPANDING THE <br />LICENSING EXEMPTION TO INCLUDE WELLNESS PROGRAMS <br />SPONSORED BY THE MANAGEMENT OF SENIOR HOUSING <br />COMPLEXES AS RECOMMENDED BY CITY STAFF <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />2015 The City Administrator reported that the Council has been presented with <br />IMPROVEMENTS feasibility reports for the following improvements that staff is proposing <br />for 2015: <br />o Country Drive (from Rice Street east to the railroad tracks) <br />by full depth reclamation and paving, minor storm sewer <br />system improvements, and concrete curb and gutter repair <br />and/or replacement; <br />o South Owasso Blvd. (from Rice Street to Country Drive) <br />by full depth reclamation and paving, concrete curb and <br />gutter repair and/or replacement, as well as storm sewer <br />improvements; <br />o Centerville Road (Little Canada Road to 800 feet west of <br />Edgerton Street) with the area between Gervais Creek and <br />Allen Avenue to receive reconstructed new urban section <br />with concrete curb and gutter, storm sewer, and sidewalk <br />and the remaining areas to receive full depth reclamation <br />and paving to rehabilitation the bituminous surface. <br />With regard to the Centerville Road project, the Administrator noted that <br />the City has been in discussions with the County relative to a cooperative <br />8 <br />
