MINUTES <br />CITY COUNCIL <br />JANUARY 14, 2015 <br />agreement wherein the City would finance the project and the County <br />would repay the City for their share of project costs. It is anticipated that <br />this agreement will be reached. The Administrator noted that the City will <br />not be at risk if it proceeds with the improvement hearing and bids the <br />project. At that point if there is not agreement with the County for their <br />participation, the bids can be rejected. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-1-12 — ACCEPTING THE FEASIBILITY <br />REPORTS AND CALLING FOR IMPROVEMENT HEARINGS FOR <br />TUESDAY, FEBRUARY3, 2015 AS FOLLOWS: <br />IMPROVEMENT NO. 2015-1— CENTERVILLE ROAD — 6:30 P.M.; <br />IMPROVEMENT NO. 2015-2 — SOUTH OWASSO BLVD. — 5:45 P.M.; <br />IMPROVEMENT NO. 2015-3 — COUNTRY DRIVE — 5:00 P.M. <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />ST. JOHN'S The City Administrator reviewed his report dated January 8, 2015 <br />WATER relative to the St. John's Church request to waive water connection fees <br />SERVICE- for the parish house estimated to range from $683 to $730. The <br />REQUEST Administrator noted that the City had approached St. John's Church <br />TO WAIVE relative to the acquisition of a strip of land adjacent to the warming <br />CONNECTION house. A variance had been granted for the setback of the new warming <br />FEES house, but the City's preference was to acquire additional property so that <br />the warming house would have a conforming setback. As part of the offer <br />to acquire this property, the City indicated that it would pay the costs of <br />directionally drilling a water service to the parish house as part of <br />providing water service to the new warming house. The cost of providing <br />this service was $3,559. The Administrator also pointed out that the <br />County estimated market value for the strip of land is $2,405.70; but noted <br />that an appraisal of the property was not done, therefore, the City saved <br />that cost. <br />The Administrator reported that St. John's has indicated that they may not <br />have connected to City water had they realized that they would be <br />responsible for City connection fees. He also pointed out that while <br />waiving the fee as an additional offset to the cost of the land acquisition is <br />an equity question for the Council, the request does not appear to be <br />unreasonable. <br />9 <br />
