MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 12, 2015 <br />The City Planner indicated that providing for positive drainage away from <br />a house is a building code requirement. <br />Duray asked Carlson's feeling about enlarging the storm water pond rather <br />than installing a pipe. Carlson indicated that he was open to considering a <br />larger pond but indicated that he would have to consider the impact on the <br />back yard area for the two new houses. Carlson stated that he would like <br />to review that option with his engineer. Duray asked the current proposed <br />backyard setback for the two new houses. Carlson estimated it at 40 to 50 <br />feet, but noted that the storm water pond takes up a portion of that back <br />yard. <br />Chuck Pechmann, 735 Keller Parkway, indicated that there are issues with <br />run-off in this area given the slope from LaBore Road down to Keller <br />Parkway. Pechmann reported that the prior owners of his property <br />informed him of the loss of the integrity of soils in the area and the loss of <br />some trees due to a past large rainwater event. <br />Pechmann asked if the developer was aware of the fact that there are some <br />public utilities that run across 716 LaBore Road. Pechmann thought that <br />the gas line for his home runs across this property and into the back of his <br />house. Pechmann suggested that these utilities be considered when either <br />the storm water pond or a drainage pipe installed. Carlson stated that he <br />was aware of this and stated that he would have to pay for their relocation <br />and provide new easements if it is necessary to move these utilities. <br />Schwalbach asked if Pechmann was aware of the impact of storm water <br />drainage on existing homes. Pechmann indicated that he tore down his <br />existing house and rebuilt given the foundation on the existing house was <br />in poor condition and a part of it was lost due to storm water runoff. <br />Pechmann indicated that there is a lot of water than runs down from <br />LaBore Road to Keller Parkway. Pechmann stated that he understands the <br />City's Comprehensive Plan and the need for development. He indicated <br />that he just wanted to make sure that whatever is approved is for the <br />benefit of everyone and there are no negative impacts. <br />Schwalbach asked if Pechmann was aware of how run-off currently <br />impacts 715 Keller Parkway. Pechmann stated that it was his <br />understanding that current runoff funnels directly toward the house at 715 <br />Keller Parkway. <br />Schwalbach asked if the development of one house on 716 LaBore Road <br />would come before the Planning Commission. The City Planner replied <br />that it would not, provided that all setbacks and building code <br />requirements are met. The City Engineer indicated that storm water <br />- 5 - <br />
