The Engineer estimated that the development of even one house <br />on this lot would trigger those requirements. <br />There was discussion about Carlson's ability to work out an agreement <br />with the property owner of 715 Keller Parkway for an easement to install a <br />drainage pipe through this property to Keller parkway. Carlson again <br />indicated his willingness to install the pipe but was not hopeful that he <br />could work out an agreement with the property owner. <br />Duray asked details for the retaining wall proposed for the westerly parcel. <br />Carlson indicated that it is hoped the retaining wall will be less than 4 feet <br />in height, but indicated that the details are dependent on the final design of <br />the house that will be constructed on that lot. <br />Rathge asked if there will be standing water in the storm water pond, and <br />indicated that he was concerned about the pond being a breeding ground <br />for mosquitos. Rathge also noted the large trees on this lot and asked how <br />many would be removed. Rathge was also concern about the impact of <br />storm water drainage on his house. <br />The City Planner reported that the Code allows for trees to be removed to <br />accommodate grading of the property for the construction of a house and <br />parking area. The City Planner indicated that any other tree removal <br />would be subject to the City's Tree Replacement requirements. <br />Schwalbach noted that with rain water gardens there is typically standing <br />water for just a short period of time. The City Engineer agreed indicating <br />that the gardens are required to drain within 48 hours. If a rain water <br />garden does not drain in that period of time, it is not functioning properly <br />and corrections must be made. <br />Rathge again expressed concern about the loss of green space. He also <br />pointed out that the resulting two lots will be some of the smallest in the <br />community. <br />Polly Faschinger, 711 Keller Parkway, noted the references to storm water <br />pond and rain water garden, and asked if these were one and the same. <br />The City Engineer replied that they were. The pond proposed is actually <br />an infiltration pond that will provide rate control. <br />Faschinger indicated that the owner of 715 Keller Parkway has very strong <br />feelings about her property and there are been some negative interactions <br />with her and the developer of 716 LaBore Road. Faschinger stated that it <br />would be her hope that the City would reach out to the owner of 715 <br />-6- <br />
