Local development organizations <br />City officers may apply for a loan or grant administered by a local <br />development organization. A "local development organization" is defined <br />to include housing and redevelopment authorities (HRAs), EDAs, <br />community action programs, port authorities, and private consultants. <br />Procedure: <br />• The interested officer discloses that he or she has applied for a grant. <br />• That interest is recorded in the official minutes. <br />• The interested officer abstains from voting on the matter. <br />• The local development organization approves the application by <br />unanimous vote. <br />m. Franchise agreements <br />When a city enters into a franchise agreement or contract for utility <br />services to the city, a councilmember who is an employee of the utility <br />may continue to serve on the council during the term of the franchise or <br />contract. <br />Procedure: <br />• The interested officer abstains from voting on any franchise matters. <br />• The reason for the interested councilmember's abstention is recorded <br />in the meeting minutes. <br />• The council approves the franchise agreement by unanimous vote. <br />n.
