MINUTES <br />CITY COUNCIL <br />FEBRUARY 11, 2015 <br />Ramsey County League of Local Governments, and the fact that St. Paul <br />gets 2/3rds of fine revenues, while 1/3rd goes to the County. In the <br />suburbs, the split is 50% to the local municipalities and 50% to the <br />County. The Administrator noted that consequently suburban Ramsey <br />County cities received the lowest percentage of fine revenue in the State <br />for those providing prosecution services. <br />The City Administrator reported that speeding is one of the single biggest <br />complaints that the City gets. He also pointed out that the City has <br />implemented the use of administrative fines which allows the Sheriff's <br />Department to issue such fines for lower level speed violations. He noted <br />that courts want to see citations for a minimum of 10 miles per hour over <br />the limit. Administrative citations are used for speeding less than 10 miles <br />per hour over. The Administrator indicated that the traffic Deputies have <br />indicated that administrative fines are a great tool in improving safety for <br />children in neighborhoods. He noted that the City has to pay for police <br />and prosecution services, and the impact on fine revenues increases the <br />amount that taxpayers have to pay for these services. <br />Henderson stated that he is in support of public safety, but noted that his <br />concern is that the comment about fine revenues could be construed as an <br />added incentive for the Sheriff's Department to issue tickets. The <br />Administrator pointed out that the annual review comments are reviewed <br />in detail with the Sheriff's Department so they know the why these <br />comments are being made. Again, the comment related to staffing issues. <br />RECONVENE Keis introduced the following resolution and moved its adoption: <br />REGULAR <br />COUNCIL RESOLUTION NO. 2015-2-35 - ADJOURNING THE CLOSED <br />MEETING MEETING AND RECONVENING THE REGULAR COUNCIL <br />MEETING <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The Council reconvened at 9:27 p.m. <br />The City Administrator reported that during the closed session the Council <br />discussed a potential offer to purchase 56 Little Canada Road East and <br />authorized staff to make an offer to purchase this property. <br />9 <br />
