MINUTES <br />CITY COUNCIL <br />FEBRUARY 11, 2015 <br />WORKS about the potential purchase of the City's current Public Works Garage at <br />GARAGE 3100 Country Drive. The Administrator recommended that if the City is <br />going to sell this property, an appraisal be done. The Council was in <br />agreement. The Administrator indicated that he would obtain quotes for <br />the appraisal and would bring those back for Council action. <br />SECURITY McGraw reported that he has a personal concern with what is happening <br />DURING in society, and suggested a Ramsey County Deputy be present at Council <br />COUNCIL meetings. He noted that this is the practice of other cities in the area as <br />MEETINGS well as across the State. There was discussion of the impact that this <br />might have on the City's patrol services provided by the Sheriff's <br />Department with the Administrator indicating that depending on vacations <br />and leave, it could have an impact. He indicated that it could be that the <br />Deputy present may be a supervisor or a Sergeant and not the patrol <br />Deputy. It was also noted that the Deputy at the meeting would also be <br />available to respond to calls that might occur in Little Canada during the <br />Council meeting. Montour suggested that the Council have a workshop <br />meeting with the Sheriff's Department to discuss issues of the nature. The <br />Administrator indicated that he would determine the Sheriff's <br />Department's availability for a workshop meeting. In the meantime, he <br />would also arrange for a Deputy to be present at Council meetings. <br />FINE Andrew Henderson appeared before the Council and expressed concern <br />REVENUES with comments in the 2014 Sheriff's Department Annual Review related <br />to both Little Canada's and other contracting cities' complaint that fine <br />revenues are low. Henderson asked if it was ethical to complain about the <br />level of fine revenue feeling that this would create a situation where there <br />was added incentive for the Sheriff's Department to issue traffic citations. <br />Keis felt the issue was not as much related to the level of fine revenue, but <br />rather one of keeping the City safe and keeping speeding down and streets <br />clear from parked cars during snowplowing. He also noted that the City <br />has utilized administrative fines as a means of keeping fines at a lower <br />cost for people. <br />The City Administrator reported that Mr. Henderson is referring to a <br />summary of information that the City Managers of the contracting cities <br />put together each year relative to services provided by the Sheriff's <br />Department. He noted that the item Henderson is referring to also <br />addressed "replacement of effective, experienced deputies would be <br />challenging". We lost two experienced traffic deputies, one due to <br />retirement and one to union contract provisions. The Administrator also <br />reported that the issue of fine revenue has also been discussed by the <br />8 <br />
