MINUTES <br />PLANNING COMMISSION <br />MARCH 4, 2015 <br />recommended pet supply sales be a permitted use while pet sales would be <br />a conditional use. The Planner then reviewed the recommended <br />conditions outlined in his report that would relate to pet sales. With regard <br />to the condition related to kennel licensing, the Planner noted that this <br />licensing requirement would be triggered depending on the number and <br />the age of the dogs. He also noted that another condition states that the <br />dogs shall not be displayed or exercised outdoors and shall at all times be <br />kept inside the building. The Planner indicated that the information <br />submitted by the applicant would comply with the recommended <br />conditions. <br />Mark and Nicole Wiseman appeared before the Commission relative to <br />their application. Mark Wiseman reported on his retail experience noting <br />that his family had owned the Boat & Motor Mart in Little Canada for <br />many years. Wiseman indicated that his daughter is interested in having a <br />retail business and coupled with her love of dogs felt this was a good <br />business for her. Wiseman also reported that he and his daughter do not <br />want to he just business owners in the community, but want to be involved <br />in the community. <br />Heikke asked if there were any plans to add other animals to the store. <br />Wiseman reported they plan to only have purse puppies. The business <br />will be a pet boutique and, in addition to having approximately six puppies <br />on the premises, will sell bakery goods for dogs, natural and organic pet <br />food, and clothing for dogs. Wiseman reported that the pens will be kept <br />clean at all times. <br />Duray asked if the dogs would be outside at any time. Wiseman replied <br />that they will not. Duray asked about the number of dogs. Wiseman <br />reported that they will have three display cases which could hold two to <br />three dogs each, but estimated that they would have six dogs. Ledin asked <br />where the dogs would be placed when the business closes at the end of the <br />day. Wiseman replied that they will be placed in private kennels. He <br />indicated that they will have a camera system in place so that the dogs can <br />be checked on. <br />Heikke asked the planned business hours. Wiseman stated that they would <br />be open 7 days per week, from about 10 a.m. to 7 p.m. or 8 p.m. during <br />weekdays. Saturdays and Sundays will have shorter hours. <br />Duray noted that one of the aerial pictures of the property shows a fenced <br />in area behind the building. That was in place when the doggy day care <br />was operated from this property. That fence has been removed and will <br />not be replaced given these dogs will not be outside. <br />-2 <br />
