MINUTES
CITY COUNCIL
FEBRUARY 25, 2015
for those who cannot afford recreation fees. Joriman indicated that LCRA
appreciates the City's cooperative efforts and hopes to continue its
relationship with the City for years to come.
On behalf of the entire Council, Mayor Keis thanked LCRA for its
generous donation and the outstanding working relationship it has had
with the City. Montour indicated that LCRA is always looking for new
members and suggested that anyone interested visit their web site for more
information.
PROPERTY Keis opened the Public Hearing to consider the request to subdivide
DIVISION — the property at 716 LaBore Road into two single-family lots. Keis noted
716 LABORE that the Planning Commission has recommended approval of the property
ROAD — division subject to compliance with the recommendations of the City
CARLSON Planner and the City Engineer and subject to the developer trying to obtain
an easement from the owner of 715 Keller Parkway to pipe run-off to
Keller Parkway.
The City Planner reviewed his report dated February 5, 2015 relative to
the application to subdivide 716 LaBore Road into two single-family lots.
He noted that the property is zoned Single -Family Residential R-1, and the
proposed new lots exceed slightly the minimum standards for that district.
The Planner reported that there had been a house on this property, but it
was removed a few years ago. The Planner noted that the property slopes
to the south and the primary issue with the subdivision request is how the
drainage will be managed. He noted that the Planning Commission
recommended approval of the subdivision subject to the City Engineer's
recommendations outlined in his February 5, 2015 report. The Planning
Commission has also recommended that the applicant attempt to obtain an
easement from the owner at 715 Keller Parkway to pipe the water run-off
to Keller Parkway.
Dick Kotaski, Coldwell Banker Burnet, reported that he is representing
Jerry Carlson of Exceptional Homes by Design. Kotaski indicated that a
letter was sent to Adele Boettner, 715 Keller Parkway, asking if she would
be willing to grant a drainage easement so that run-off could be piped to
Keller parkway.
The City Engineer reported that he has discussed the situation with Ms.
Boettner and explained that he asked the developer to contact her
regarding an easement. The Engineer indicated that he explained to
Boettner that he saw the piping of this run-off as a benefit to Boettner's
property, and it seemed that Boettner would be willing to grant the
easement to install the storm water pipe.
2
