MINUTES <br />CITY COUNCIL <br />FEBRUARY 25, 2015 <br />Keis asked where the storm water would be piped to if one were installed. <br />The City Engineer stated that eventually the water would go into Lake <br />Gervais. The Engineer stated that his concern was with getting the water <br />south of the Boettner house. The Engineer stated that currently run-off is <br />flowing toward the Boettner house. He described the rain water garden <br />that is being proposed by the developer, but indicated that he is requesting <br />that the water be piped from the rain water garden to Keller Parkway and <br />then into a ditch or public storm sewer system. The Engineer stated that <br />the rain water garden is to control both infiltration and rate control. <br />Pechmann asked the size of the pipe. Kotaski estimated that the pipe <br />would be approximately 6 inches in diameter and noted that it is only to <br />direct overflow from the rain water pond. <br />Keis asked if the walking easement could be utilized for this pipe. The <br />City Engineer reported that it could be in the same area, but a separate <br />easement would be necessary for this use of the property. <br />Adele Boettner indicated that she was agreeable with granting an easement <br />for the storm water pipe. <br />Polly Faschinger, 711 Keller Parkway, pointed out that her lot is adjacent <br />to the Boettner property and borders Keller Parkway on the front and <br />LaBore Road on the back. Faschinger was concern that installation of the <br />pipe along her shared lot line with the Boettner property would result in a <br />great deal of tree loss. Faschinger noted discussion at the Planning <br />Commission about tree replacement pointing out that the Planning <br />Commission did not include any such condition in their recommendation. <br />Faschinger also asked where the lake access would be for the second <br />proposed lot. <br />Kotaski indicated that the pipe would be directionally bored; therefore, <br />trees would not be disturbed. Kotaski also indicated that the issue of lake <br />access for the second lot has already been resolved in court and both lots <br />would have lake access via the walking easement. There will be a cross <br />easement granted between the two new lots directing access to the existing <br />easement on the Boettner property. <br />Keis pointed out Boettner's comment that townhomes are being proposed. <br />Kotaski replied that the proposal is for two single-family homes. <br />Pechmann asked where run-off from a pipe would go once it got to Keller <br />Parkway. He was concerned about run-off flowing across Keller Parkway <br />and into the lake causing either a safety or erosion concern. Pechmann <br />asked the volume and flow rate. <br />4 <br />
