MINUTES <br />CITY COUNCIL <br />FEBRUARY 25, 2015 <br />The City Engineer reported that the discharge will be less than what is <br />currently coming off this property, although that discharge would be more <br />concentrated because it is piped. The Engineer indicated that some <br />analysis needs to be done to see if the discharge can be directed into a <br />ditch or storm water system otherwise it will flow across the road. <br />Another option would be to get the runoff piped beyond the Boettner <br />house and discharged higher than the road and spread out over an area. <br />Pechmann asked the flow rate. The City Engineer reported that he will <br />need some updated information from the developer in order to calculate <br />the flow rates exactly, but indicated that there will be no discharge from <br />the rain water garden as the result of a two-year storm. The discharge rate <br />from a 100 -year event will be reduced from what it is now, but a pipe will <br />concentrate the volume so that will be greater. <br />Boettner felt that there will be more drainage and erosion resulting from <br />two houses on this property rather than one. The City Engineer replied <br />that that would depend on the amount of impervious surface that will be <br />added through the development of the property, and noted that the rain <br />water garden would be designed accordingly. <br />Faschinger reported that her house is close to the property line and pointed <br />out the drop of elevation in this area. She noted that the developer will be <br />bringing in a great deal of fill in order to develop the property with <br />driveway access to LaBore Road. Faschinger was concerned that the fill <br />will cause additional run-off from the side yard onto her property. The <br />City Engineer noted that the developer is proposing a retaining wall along <br />the side of the house as well as a swale which will result in less run-off to <br />the side lot line. The Engineer indicated that the property elevation in the <br />front will be increased by about 9 feet to tie the driveways into LaBore <br />Road. The retaining wall will be a maximum of 4 feet in height. <br />Anything higher will have to be engineered and reviewed by the City. <br />Faschinger expressed concern for ongoing inspection and maintenance of <br />the rain water garden. The City Engineer reported that the City is <br />proposing that a maintenance agreement be executed between the property <br />owner and the City which would allow the City to inspect and provide <br />maintenance of the garden, at the property owner's expense, in the event <br />that the property owner does not do the proper maintenance. <br />Keis asked about enforcement of the grading plan for the property. The <br />City Engineer replied that the grading plan will be reviewed for <br />compliance as part of granting the occupancy permits for the houses. The <br />5 <br />
