MINUTES <br />CITY COUNCIL <br />MARCH 11, 2015 <br />CONSENT' <br />AGENDA <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-3-48 —APPROVING THE AMENDED <br />NORTH SUBURBAN COMMUNICATIONS COMMISSION JOINT <br />AND COOPERATIVE AGREEMENT FOR THE ADMINISTRATION <br />OF CABLE COMMUNICATIONS FRANCHISE AND <br />AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR TO <br />EXECUTE ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Montour indicated that at this point in the meeting, a short video <br />highlighting the North Suburban Access Corporation (NSAC) will be <br />shown. Montour noted that people interested in getting certified in the <br />operation of' video equipment and wanting to learn how to produce <br />programming can do so through NSAC. Due to technical difficulties, the <br />video could not be viewed, but Montour indicated that it would be played <br />on the City's cable TV channel 16. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-3-49 - APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS; <br />*APPROVAL OF TEMPORARY LIQUOR LICENSE FOR ST. <br />JOHN'S CHURCH LENTEN FISH FRY <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />SUPPORT The City Clerk reviewed her March 5, 2015 report recommending Council <br />FOR adoption of a resolution in support of early voting. The Clerk indicated <br />EARLY that the Legislature is considering a bill that would establish early voting <br />VOTING 15 days prior to Election Day. The Clerk reviewed the current system of <br />"no excuse" absentee voting which requires the voter complete a form and <br />a series of envelopes in order to vote absentee whether through the mail or <br />in-person at City Hall. If established, the early voting system would <br />streamline in-person early voting, eliminating much of the paperwork and <br />10 <br />
