MINUTES <br />CITY COUNCIL <br />MARCH 11, 2015 <br />minimal increases in the fees are fair and their businesses can plan each <br />year for these increases. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by Fischer, seconded by Torkelson, the public hearing was <br />closed. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-3-46 —APPROVING THE ON -SALE <br />LIQUOR LICENSE FEE AT $4, 730 AND THE ON -SALE WINE <br />LICENSE FEE AT $683 BASED ON THE CITY POLICY OF <br />INCREASING THESE FEES IN AN AMOUNT EQUIVALENT TO <br />THE GROSS LEVE INCREASE AND AMENDING THE CITY'S FEE <br />SCHEDULE TO REFLECT THE NEW FEES <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />TEXT The City Clerk reported that John Sonnack, representing JJ's Hospitality, <br />AMENDMENT has requested an On -Sale Liquor License, Sunday Liquor License, and <br />TO INCREASE 2 A.M. Liquor License for an event center that he is proposing to operate <br />NUMBER OF at the Market Place Shopping Center. Having these licenses would allow <br />ON -SALE JJ's Hospitality to provide their own food and beverage service at the <br />LIQUOR event center. The Clerk reported that there are currently no available <br />LICENSES & On -Sale Liquor Licenses under City Code. However, if the Council <br />ON -SALE chose, it could amend the City Code to add a license. State Statute allows <br />LIQUOR Little Canada an unlimited number of On -Sale Restaurant Liquor Licenses <br />LICENSE and three additional On -Sale Licenses. With regard to the type of On -Sale <br />REQUEST — License that was appropriate for the event center, the Clerk noted that the <br />JJ's event center would not meet the minimum qualifications for an On -Sale <br />HOSPITALITY Restaurant Liquor License. She also noted that the On -Sale Liquor <br />License is typically what is issued for a bar. The Clerk indicated that if it <br />is Council's desire to provide for a liquor license for the event center, staff <br />is recommending that a third classification of license be created. One <br />option would be to create an On -Sale Restaurant -Event Center Liquor <br />License along with specific conditions to the event center use. The Clerk <br />noted some past history at this same location wherein a business was <br />operating what was essentially a club that generated many police calls. <br />The Clerk indicated that setting very specific conditions on a new liquor <br />license class may avoid a similar situation in the future. <br />5 <br />
