MINUTES <br />CITY COUNCIL <br />MARCH 11, 2015 <br />Mark Wiseman reported that he has reviewed the conditions <br />recommended by the City Planner and they will have no problem meeting <br />those conditions. <br />McGraw asked how complaints against the business would be addressed. <br />The City Administrator indicated that any complaints would be referred to <br />the appropriate enforcement agency. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-3-45 — APPROVING A CONDITIONAL USE <br />PERMIT FOR PET SALES FOR THE PUPPY PLACE, MARK AND <br />NICOLE WISEMAN, 2526 RICE STREET, SUBJECT TO <br />COMPLIANCE WITH ALL CONDITIONS AS OUTLINED IN THE <br />ORDINANCE AMENDMENT AS WELL AS THE CITY PLANNER'S <br />REPORT DATED FEBRUARY 27, 2015 <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />ON -SALE Keis opened the Public Hearing to consider an increase in the On -Sale <br />LIQUOR Liquor License and the On -Sale Wine License fee. <br />LICENSE & <br />ON -SALE The City Clerk reported that since 2006 the Council has had a policy of <br />WINE increasing On -Sale Liquor License and On -Sale Wine License fees in an <br />LICENSE amount equal to the City's gross levy increase. The Clerk indicated that <br />FEES over the years this policy has worked well providing for small steady <br />increases in the fee. Prior to that policy, there may have been no increases <br />in these fees for a number of years followed by a substantial increase. <br />Based on that policy and the City's 3% gross levy increase for the 2015 <br />Budget, the On -Sale Liquor License fee is proposed to increase to $4,730 <br />for the year and the On -Sale Wine License fee to $683. The Clerk noted <br />that the holders of these liquor licenses have been notified of this <br />evening's hearing. The Clerk also noted that the On -Sale Sunday Liquor <br />License and Off -Sale Liquor License fees are regulated by State Statute. <br />She noted that no increase is proposed for the 2 a.m. Liquor License, the <br />On -Sale 3.2 Intoxicating Liquor License, and the Off -Sale 3.2 Intoxicating <br />Liquor License fees. <br />Tom Duray, owner of Hoggsbreath, and Joe Vitale, owner of The Little <br />Venetian, appeared before the Council in support of the City's policy tying <br />these liquor license fees to the gross levy increase.
