MINUTES OF THE REGULAR MEETING CITY COUNCIL LITTLE CANADA, MINNESOTA JANUARY 24, 2007 Pursuant to due call and notice thereof a regular meeting of the City Council of Little Canada, Minnesota was convened on the 24th day of January, 2007 in the Council Chambers of the City Center located at 515 Little Canada Road in said City. Mayor Bill Blesener called the meeting to order at 7:30 p.m. and the following members of the City Council were present at roll call: CITY COITNCIL: Mayor Mr. Bill Blesener Council Member Ms. Barbara A]Ian Council Member Mr. Johu Keis Council Member Mr. Michael McGraw Council Member Mr. Rick Montour ALSO PRESENT: City Administrator Mr. Joel R. Hanson City Attorney Mr. Thomas Sweeney City Planner Mr. Steve Gritrinan Cable TV Producer Ms. Vanessa Van Alstine City Clerk Ms. Kathy Gla~rzer COUNCIL Mayor Blesener explained that due to the untimely death of Council VACANCY Member Jim LaValle, after his re-election to a sixth term on the Council, PROCESS a vacancy resulted on the City Council. Based on the process that was used by the City for filling two previous vacancies, the vacancy was advertised and the City received applications from seven interested individuals. Those applications were rated individually by the Council. Based on the ratings, four applicants were selected to be interviewed. Interviews were conducted on Wednesday, January 17°', and the selection was deadlocked with there being two members voting for one individual and two voting for another. Based on State Statute, the Mayor then makes the appointment, and Michael McGraw was appointed to fill the vacancy until a special election is held in November of 2008 to fill the remaining two years of the Council team. Blesener indicated that this was one of the most difficult decisions that he has had to make on the Council given the many well-qualified candidates that applied for appointment. Blesener stated that in making his decision he felt Michael McGraw would bring some things to the Council that other applicants would not, i.e. he has been an educator for over 30 years, he is a condominium owner acrd the president of the condominium board, and he has served on the Planning Commission. Blesener stated that he felt McGraw will be an excellent addition to the Council.
