MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JANUARY 24, 2007 <br />Pursuant to due call and notice thereof a regular meeting of the City <br />Council of Little Canada, Minnesota was convened on the 24th day of <br />January, 2007 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 7:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COITNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Barbara A]Ian <br />Council Member Mr. Johu Keis <br />Council Member Mr. Michael McGraw <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Attorney Mr. Thomas Sweeney <br />City Planner Mr. Steve Gritrinan <br />Cable TV Producer Ms. Vanessa Van Alstine <br />City Clerk Ms. Kathy Gla~rzer <br />COUNCIL Mayor Blesener explained that due to the untimely death of Council <br />VACANCY Member Jim LaValle, after his re-election to a sixth term on the Council, <br />PROCESS a vacancy resulted on the City Council. Based on the process that was <br />used by the City for filling two previous vacancies, the vacancy was <br />advertised and the City received applications from seven interested <br />individuals. Those applications were rated individually by the Council. <br />Based on the ratings, four applicants were selected to be interviewed. <br />Interviews were conducted on Wednesday, January 17°', and the selection <br />was deadlocked with there being two members voting for one individual <br />and two voting for another. Based on State Statute, the Mayor then makes <br />the appointment, and Michael McGraw was appointed to fill the vacancy <br />until a special election is held in November of 2008 to fill the remaining <br />two years of the Council team. <br />Blesener indicated that this was one of the most difficult decisions that he <br />has had to make on the Council given the many well-qualified candidates <br />that applied for appointment. Blesener stated that in making his decision <br />he felt Michael McGraw would bring some things to the Council that other <br />applicants would not, i.e. he has been an educator for over 30 years, he is a <br />condominium owner acrd the president of the condominium board, and he <br />has served on the Planning Commission. Blesener stated that he felt <br />McGraw will be an excellent addition to the Council. <br />
