MINUTES <br />CITY COUNCIL <br />MARCH 25, 2015 <br />The Administrator indicated projecting a small loss in the water fund has <br />been an acceptable practice as long as the City cover's its operating costs <br />and the projected transfer of depreciation to the Water & Capital <br />Replacement Fund. Depreciation is projected at $250,000 in the Water <br />Fund and $146,000 in the Sewer Fund. He also noted that $300,000 is <br />budgeted in the 604 Fund to service debt associated with the new Public <br />Works building as well as some capital funding going forward. However, <br />to keep the loss manageable and avoid more dramatic increases in the <br />future, staff is recommending a 3.25% increase in 2015 water rates. <br />Therefore the winter rate would increase from $3.10 per 1,000 gallons to <br />$3.20 and the summer rate would increase from $3.21 to $3.31. The water <br />service fee would remain at $12.60 per quarter. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-3-61— APPROVING THE INCREASE IN <br />2015 WATER RATES AS RECOMMENDED BY THE CITY <br />ADMINISTRATOR, AMENDING THE 2015 BUDGET TO REFLECT <br />THE 2015 RATES, AND AMENDING THE CITY'S FEE SCHEDULE <br />TO ALSO REFLECT THE NEW RATES <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />2015 The City Administrator reviewed his March 19, 2015 report <br />ORGANIZED recommending an increase in disposal rates due to an increase in the <br />COLLECTION tipping fee from $56.81 per ton in 2014 to $58.22 per ton in 2015. The <br />RATES Administrator indicated that under the Organized Collection Contract, <br />collection fees also have preset increases over the five-year term. The <br />present increase coupled with the increase in tipping fees results in an <br />approximate 2.2% increase in the total monthly rate for 2015 dependent on <br />the level of service. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-3-62 — APPROVING THE INCREASE IN <br />2015 ORGANIZED COLLECTION RATES AS RECOMMENDED BY <br />THE CITY ADMINISTRATOR AND AMENDING THE CITY'S FEE <br />SCHEDULE TO REFLECT THE NEW RATES <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0).
