MINUTES <br />CITY COUNCIL <br />MARCH 25, 2015 <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-3-56 — APPROVING AN OFF -SALE <br />LIQUOR LICENSE AND TOBACCO LICENSE FOR LEE, INC DBA <br />TIERNEY'S LIQUOR AT 2760 RICE STREET FOR THE LICENSE <br />PERIOD APRIL 1, 2015 THROUGH JUNE 30, 2015 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />TEXT The City Clerk reported that as directed by the Council at its last meeting, <br />AMENDMENT the City Attorney put together a proposed ordinance amendment which <br />& LIQUOR creates an On -Sale Restaurant -Event Center Intoxicating Liquor License <br />LICENSE as well as established conditions relative to this new license category. The <br />REQUEST — conditions include: <br />JJ'S <br />HOSPITALITY <br />o Building Area a minimum of 10,000 square feet; <br />o Full-service kitchen and food service required at all events <br />where intoxicating liquor is sold, served, or consumed; <br />o Security requirements; <br />o Providing for a maximum number of events at 104 per year <br />with an event to be no more than 8 hours in duration and <br />shall not be open to the public; <br />o No advertisement of the sale of intoxicating liquor; <br />o Declaring that the City can take adverse action against the <br />event center for any violation of state or local law or for <br />failure to notify the City in writing of an event. <br />The Clerk noted that in reviewing the City Attorney's recommendation, it <br />would be staff's position that the phrase "or for failure to notify the City, <br />in writing, of an Event" could be removed. The Clerk felt that it would be <br />onerous for City staff to have to review each upcoming event. <br />The Clerk indicated that City staff is comfortable with the other conditions <br />included in the City Attorney's report and asked if the Council had <br />additional conditions it would like to see made part of the ordinance <br />amendment if, in fact, the Council supported the creation of this new <br />liquor license category. <br />Tim McGlaughlin, Market Place Shopping Center, presented a parking <br />plan which shows the ability to restripe the parking area north of the <br />3 <br />
