MINUTES
CITY COUNCIL
MARCH 25, 2015
shopping center and add additional parking if it was determined that more
would be needed. McGlaughlin reported that last Saturday, the Eventi
Bella center had an event hosting 400 people, the Little Venetian had an
event with 200 people, and the bingo hall was in operation. McGlaughlin
reported that while parking was tight on the property, all parking was
accommodated. McGlaughlin reported that the shopping center has 489
striped parking stalls.
Montour asked if the City Planner has reviewed the shopping center
parking. The Planner indicated that there is adequate parking for the
shopping center, but he has not done an analysis based on current use.
Montour asked if the additional parking would be added. McGlaughlin
reported that they would add it if it was determined necessary to do so.
McGraw asked about the event at Eventi Bella that had 400 people in
attendance. John Sonnack, JJ's Hospitality, pointed out that this event was
hosted by the current operator of the event center, not J.Ps Hospitality.
Sonnack indicated that that would be a good-sized event for the space.
McGlaughlin estimated the maximum capacity for the event center space
at 420 people or so.
Montour asked about security, noting that he did not know what the term
"adequate security" in the ordinance amendment meant. Montour reported
that he reviewed the web site for the current operator, Eventi Bella, and
there requirement is one security person for every 100 people. Montour
indicated that he was concerned about activity that could occur outside the
building, and noted that 1 security for 200 to 300 people would have to
focus on activities inside the event center and would not be able to provide
security for the outside. Montour noted that this area of the shopping
center backed up to residential housing. Montour was also concerned with
the request for a 2 A.M. License and the impact that that license would
have on the surrounding area. Keis questioned whether an 8 hour time
maximum for an event was adequate, especially in light of the request for
a 2 A.M. License. Montour indicated that Eventi Bella requires that music
stop at 12 Midnight and that the premises be vacated by 1 A.M.
Sonnack indicated that they are willing to work with the City and that they
requested the 2 A.M. License because the Latino community starts their
events a little later and they run a little later. Sonnack indicated that the 2
A.M. License was not a deal breaker.
Fischer pointed out that the Council is as concerned about what happens
on the outside of the event center as it is on the inside. He indicated that if
the security provided by the event center is not adequate and there are
4
