AlftRING ASSOCIATES <br />Memo <br />TO: Honorable Chair and Planning Commission Members <br />FROM: Lee Elfering, City Engineer <br />DATE: April 3, 2015 <br />RE: Little Canada Senior Assisted Living <br />Hearth Development is proposing a 120 unit Independent, Assisted living and Memory <br />care senior housing project at the corner of Rice Street and Country Drive. The site is a <br />large parcel, but a significant portion is covered by Blacktern Pond. We have reviewed <br />the submittal package for the proposed improvements which included a Site plan, <br />Grading, Drainage, & Erosion Control sheets, Utility plans, and Preliminary Plat. Based <br />upon our review we would offer the following comments. <br />Site Plan <br />1. The large size of the parcel does allow for the installation of two driveways <br />and the locations as shown meet all City standards. The driveway to Country <br />Drive is labeled as 24 -feet which is the maximum standard width allowed. <br />The driveway width at the Rice Street right-of-way should be designated on <br />the plan and should be a maximum of 24 -feet unless the applicant can <br />document a need for a width exceeding this standard. <br />2. The applicant will be required to obtain a permit from Ramsey County for the <br />two driveways which will access Rice Street as this is a County Road. We <br />would also recommend that input from the County be obtained for the <br />location of the driveway access on Country Drive relative to the possible <br />median construction when the Rice Street bridge over 694 is reconstructed. <br />The timing of the bridge improvement is not known at this time, but the <br />likelihood of a median on Country Drive to provide a more controlled <br />intersection at Rice Street is likely. The farther east the driveway access is <br />located from Rice Street the less likely the median will impact traffic <br />movements in and out of the site in the future. <br />3. There are 55 regular parking stalls and 2 handicap parking stalls shown on <br />the exterior parking lot.
