submitted material. The City Planner should comment as to the adequacy of <br />the overall parking provided for the proposed improvements. <br />Grading & Drainage Plan <br />1. Retaining walls proposed on the project reach heights of 15 -feet. Any wall <br />over 4 -feet in height must be designed by an Engineer and a copy of signed <br />engineering plans submitted to the City. <br />2. The City required Blacktern Office Park and Frattalone to install a wood chip <br />trail around Blacktern Pond when their sites were developed. We would <br />recommend that the City require the extension of the wood chip trail through <br />this property as part of the project to complete the loop up to Country Drive. <br />3. The grading plan must provide more detail around the handicapped parking <br />stall area and handicapped access route to ensure compliance with current <br />ADA requirements. <br />4. The emergency overflows (EOF's) for the low points in the parking lot and <br />drive aisles must be marked. It appears that some of the locations will be <br />over the proposed retaining walls and this fact should be taken into account <br />during design of the walls. We would recommend that the toe of the walls be <br />protected by some means from erosion of the base of the wall if an overflow <br />occurs. <br />5. The EOF from the storm water pond must also be designated and a note <br />should be added to the plan that requires restoration of any area disturbed <br />within 200 feet of Blacktern Pond within 24 hours. <br />6. The silt fence should extend up to Rice Street on the south end of the project <br />to provide continuous erosion control on the downstream side of the site. <br />7. The plan proposes 6 -feet of fill being placed over the existing storm line that <br />runs from Country Drive across the site and a 6 -foot retaining wall is being <br />constructed over the pipe. We would recommend that this section of pipe be <br />replaced with new RCP storm sewer pipe to minimize the potential of future <br />disturbance of the driveway and wall. A manhole should be installed at both <br />ends of the replacement. <br />8. Access to the existing storm sewer alignment for maintenance purposes <br />should be reviewed by Public Works Staff. The access route will need to be <br />covered by a drainage and utility easement. <br />9. The street sweeping note should include County Roads as well as City <br />Streets. <br />Utility Plan <br />1. The sanitary line shown along Rice Street does not exist.
