2. Tracer wire is required on all sanitary sewer lines and any water line that is <br />not ductile iron. <br />3. With the addition of flow to the sanitary line along Blacktern Pond the City <br />should review their access to this line for maintenance and require <br />improvement of the access as part of the project if necessary. <br />4. The location of fire hydrants along the site on Rice Street and Country Drive <br />should be shown on the plan. <br />5. The Fire Chief should be consulted as to the need for hydrants on site or if <br />sufficient protection is provided from the building. Based on the proposed <br />grading plan there is no way to access the east side of the building for <br />emergency services. <br />6. Information should be shown regarding the depth of the existing sanitary <br />sewer on the east side of the proposed building. The building foundation <br />should be designed to allow excavation of the sanitary sewer in the future in <br />case replacement is ever needed. <br />7. Invert information should be obtained and added to the plan for all existing <br />and proposed sanitary sewer and storm sewer lines to verify if conflicts exist <br />at any crossing locations. <br />Preliminary Plat <br />1. A minimum of a 10 -foot drainage and utility easement should be provided <br />along all street right-of-ways and 6 -foot drainage and utility easements <br />provided along all other lot lines. <br />2. The applicant should provide an exhibit of the proposed drainage and utility <br />easements in relation to the existing utilities and the proposed improvements <br />to assist in review of the adequacy of the drainage and utility easements <br />shown. <br />3. The City should require that a trail easement be granted over the location of <br />the wood chip path once the location is determined. <br />4. Ramsey County should be approached to discuss if any additional right-of- <br />way will need to be dedicated for Rice Street. <br />General Comments <br />1. No storm water calculations were provided with this proposed plan. <br />Calculations for the 2, 10, and 100 year ATLAS 14 rainfall events must be <br />submitted to ensure rate control and treatment to the required standards are <br />met before final approval. A geotechnical report for the site should also be <br />submitted including soil characteristics in the location of the infiltration <br />practice and an infiltration rate. <br />2.
