was $50,000 to the public works facility and an additional $25,000 to the fire <br />station. There was an option to use a VPN line from Comcast to service the new <br />public works facility at a cost of $225 per month. At the meeting staff said it <br />would gather more information on the issue and present it at a future meeting. <br />There was a question about trenching rather than drilling the fiber line and if that <br />would reduce the cost. According to Mr. Heiser trenching is more expensive than <br />drilling in the current market due to all of the other underground utilities in the <br />way as well as the restoration costs. Directional drilling can move up and down <br />to get over and under the crossing utilities whereas trenching cannot. There is <br />much more hand work involved. Mr. Heiser did add that contractors will bid the <br />most cost effective option. So if trenching was cheaper for some reason a <br />contractor would bid the job as a trenching job. The decision is left up to the <br />contractor. <br />Mr. Heiser said that the VPN will work for everything except for the cameras. <br />Using the VPN would necessitate lowering the recording rates of the cameras so <br />that the footage could he transmitted back to the server at Roseville. The cameras <br />would have to be set to a lower resolution than HD and much of the detail would <br />be lost. One way to overcome that is to purchase a dedicated server at the public <br />works facility at a cost of $9000. The server has a four -to -five year life so it <br />would have to be replaced relatively frequently at a cost of $9000 or more each <br />time. Over twenty years that would cost $36,000 to go along with the $54,000 <br />twenty-year cost for the VPN, which equals a total outlay of $90,000. If the <br />Council was ok with a lower camera quality then the dedicated server would not <br />he necessary and the twenty-year outlay would be around $54,000. <br />Either way it appears fiber is more cost effective over the life of the new building. <br />The decision would also need to be made regarding the fire station. <br />Staff recommends proceeding with obtaining quotes for installing fiber optic line to <br />the new public works facility as well as the fire station. Fiber will likely be added to <br />the fire station at some point and if it is done with the public works facility the City <br />can save on mobilization costs. <br />2 <br />
