Therefore, staff is recommending approval of the project as a <br />Development Stage PUD and a Preliminary Plat subject to the conditions <br />outlined in the April PI planning report. <br />Ledin expressed concern with the Rice Street curb cut, noting traffic levels <br />and speeds in that area. The Planner again noted that the County will have <br />to act on that issue. The Planner also pointed out the future reconstruction <br />of Rice Street and the freeway interchange in that area. <br />Buesing asked if a traffic study had been done. <br />Greg Johnson, Hearth Development, reported that they did do a traffic <br />study and would provide the City with that information. Johnson provided <br />some history on Hearth Development, noting that they began building <br />senior projects 6 to 7 years ago. He indicated that they are a local builder <br />and take pride in their product. The market for this housing will come <br />from a 5 -mile radius. Johnson also noted that the building will generate <br />low parking demand. Country Drive will be the primary access point for <br />this facility. Johnson reported that Hearth Development will own the <br />facility and Ebenezer will be the operators. <br />Ledin reported that he has visited one of Hearth's buildings, and agreed it <br />was a quality project. <br />Duray asked about the parking demand. Johnson reported that the data <br />shows .13 trips per unit per day versus the standard 10 trips per day per <br />single-family home. Duray asked that Johnson submit the traffic study <br />prior to the City Council meeting. <br />Ledin noted that the building height appears to be similar to the tree height <br />on this property. The Planner agreed. <br />With regard to Outlot A, Johnson indicated that they are in discussions <br />with the ownership of Taco Johns about redevelopment with a small strip <br />mall. He noted that their property line is almost up to the Taco Johns <br />building. Therefore, they reserved Outlot A to accommodate Taco Johns. <br />Duray asked how far the Country Drive entrance was from Rice Street. <br />The City Planner estimated about 300 feet. Johnson noted that that <br />entrance can be pushed further east if need he. <br />Buesing asked the mix of units. Johnson estimated 32 units for memory <br />care and the rest split between independent and assisted living. Buesing <br />asked if there were full kitchens in each unit.
