MINUTES <br />PLANNING COMMISSION <br />APRIL 9, 2015 <br />memory care units would have a microwave and refrigerator, while the <br />other units would have full kitchen. <br />Duray asked how many underground parking spaces there would be. <br />Johnson estimated 32 to 40. He noted that during peak staff levels there <br />would be 15 staff members on site. <br />Duray asked the maximum building height allowed. The Planner <br />indicated that there is no maximum in the PUD District. In multi -family <br />districts the maximum is 36 feet. Duray asked about grades. Johnson <br />reported that the building will be dropped into the site, and noted that there <br />will be some retaining walls needed. The main floor of the building will <br />be below street grade. <br />Duray asked about the City Engineer's recommendation that the Fire chief <br />be consulted as to the need for hydrants on site. The City Planner <br />indicated that it is a common recommendation to ask the Fire Chief to <br />comment on a project such as this. <br />Buesing asked about the building materials to be used. Johnson <br />encouraged the Commissioners to visit Hearth's Lake Phalen project <br />which will be very similar to this one. <br />Schwalbach recommended approval of the Preliminary Plat for Black Tern <br />Addition as well as Development Stage Planned Unit Development (PUD) <br />Permit to allow the construction of a 120 -unit senior housing facility <br />consisting of independent living, assisted living, and memory care as <br />proposed by Hearth Development subject to submission of a traffic study <br />for this project and subject to compliance with the recommendations of the <br />City Planner as outlined in his April 3, 2015 report, and the City Engineer <br />as outlined in his April 3, 2015 report. <br />Motion seconded by Heikke. <br />Motion carried 7 — 0. <br />ADJOURN There being no further business, Ledin adjourned the meeting at 9:00 p.m. <br />Respec f sttbntijt�d, <br />Kathy GI <br />City Cler <br />-9- <br />
