lot line at the narrowest point, which would leave enough room to the north of the sewer <br />main for maintenance purposes as well as ample snow storage for the 298 Rose Lane <br />driveway. The concern with this option is making sure the positive grade is maintained <br />from west to east for storm water to get to the wetland. <br />Street Costs <br />For the purpose of the estimate, we have assumed a street of approximate total length of <br />200 feet including a small cul-de-sac and a typical residential street section of 8 -inches of <br />aggregate and 3 1/2 - inches of bituminous. Based on unit prices from past projects we <br />estimate a cost of $68,000 for urban street with curb and gutter, or $60,000 for a rural <br />section. (Please keep in mind these are rough estimates and additional design work <br />would be needed if we proceed with this option that could change these numbers <br />depending on soil conditions.) <br />The distribution of project costs should be considered when discussing the possible <br />construction of this section of roadway. Pursuant to our assessment policy, an urbanized <br />road would be subject to city cost participation. As a rural section (without curb & <br />gutter) those costs are assessed at 100% of project costs. The allocation of assessed costs <br />to abutting properties could take a variety of forms. However, to assess costs, we need to <br />prove "benefits received" pursuant to Minnesota Statutes Chapter 429. <br />There is very little, if any, benefit to the City/public to construct a street in this right-of- <br />way and therefore, we would not recommend expenditure of City funds for its <br />construction. All adjacent properties have current access to a public street; therefore <br />there is also very limited benefit to any of the adjacent properties.
