Storm Water <br />The north side of the Rose Lane right-of-way serves as a storm water conveyance swale. <br />It has positive grade to the east where it flows into the Manage B wetland located to the <br />east of 308 Savage Lane. This swale conveys water from both north and south so care <br />should be taken to keep the positive grade on it. <br />It should be noted that any earth moving activities in the vicinity of the Manage B <br />wetland may trigger a permit and may not be possible depending on the type of work and <br />the potential impact to the wetland. <br />Wetland Impacts <br />According to Ramsey/Washington Metro Watershed District, the land between the <br />Roberto and Stenger properties is a "Manage B" wetland. This may restrict what <br />modifications can be made in this area. Further analysis will have to be done depending <br />on what is specifically proposed to occur in this area pending the outcome of this <br />workshop. <br />Future Street Connection <br />Staff concurs with previous determinations that it is not financially feasible to connect <br />Rose Lane from Savage Lane to its current terminus west of Morrison on top of the hill. <br />Not only is the grade differential a major impediment, but there appears to be little <br />benefit to abutting properties. <br />Trees and Other Growth <br />There are some dead limbs located within the unimproved right-of-way along with some <br />thick undergrowth. One tree is hanging out over the right-of-way from the north side. <br />Some of the undergrowth could be cleaned up and the leaning tree could also be <br />removed. <br />Options <br />Three options were researched: Leaving the right-of-way as is, vacating the northern 15 <br />feet of the right-of-way, and improving the right-of-way to a 24 -foot wide road (one <br />option with curb and gutter and one without). <br />Leaving the right-of-way as is will have no effect on anything. It may be wise to clean <br />up some of the undergrowth, which includes buckthorn and any dead limbs and leaning <br />trees. <br />Vacating the northern 15 feet of the right -of way would have little effect on City <br />operations. There would still be about 15 feet between the sewer main and the northern <br />2 <br />
