MINUTES CITY COUNCIL JULY 11, 2007 SQUARE FEET FOR 2988 EDGERTON STREET, ROY FRENCH PROPERTY, SUBJECT TO THE FOLLOWING CONDITIONS: *BUILDING PERMITS ARE ISSUED FOR BOTH THE NEW GARAGE AND THE REMODEL OF THE EXISTING GARAGE INTO LIVING SPACE SIMULTANEOUSLY; *THE CITYADMINISTRATOR OBTAINASSURANCE, EITHER THROUGHA DEVELOPMENT AGREEMENT OR A PERFORMANCE BOND, THAT THE REMODEL OF THE EXISTING GARAGE INTO LIVING SPACE WILL OCCUR; *THE EXISTING DRIVE IS REMOVED TO THE POINT WHERE IT INTERSECTS WITH THE NEW DRIVEWAY THAT WILL CROSS THE FRONT YARD AREA; *THAT THERE WILL BE NO BUSINESS USE OF THE NEW GARAGE; *NO OTHER ACCESSORY STORAGE BUILDINGS WILL BE ALLOWED ON THE PROPERTY The foregoing resolution was duly seconded by Montour. Ayes (3) Montour, McGraw, Keis. Nays (2) Allan, Blesener. Resolution declared adopted. 2006 AUDIT Peggy Moeller, Tautges Redpath, Ltd., the City's Auditor, appeared before REPORT the Council and presented the 2006 Audit Report and Financial Statements. Moeller indicated that the reports issues include the Annual Financial Report, Audit Management Letter, Report on Internal Controls, and the State Legal Compliance Report. Moeller reported that the City's Financial Statements are the responsibility of management. The Independent Auditor's role is to report on the fair presentation of the fnancial statements. Consideration of internal control is used as a basis for designing audit procedures. Moeller reported that no opinion is made on the City's internal controls. The City received a "clean opinion" on its 2006 Financial Statements. With regard to the State Legal Compliance Report, seven categories are tested for compliance. These are: I . Contracting and bidding; 2. Deposits and investments; 3. Conflicts of interest;
