MINUTES <br />CITY COUNCIL <br />JULY 11, 2007 <br />Keis asked if it was important to address the internal control issue <br />immediately so it does not become a larger issue for next year. Moeller <br />reported that to not address the issue will impact the efficiency of next <br />year's audit. Internal documentation is one of the changes that should be <br />made for the upcoming audit. <br />The City Administrator noted that more and more of the audit is about <br />processes and procedures rather than the true finances of the City. The <br />processes and procedures are just documenting what the City is doing, and <br />will not make City finances stronger. <br />Keis noted that this has come about due to some company failures. He <br />believed the new standards were put in place without consideration to their <br />true cost. <br />The City Administrator stated that the City Auditor has been very good to <br />work with. He also commended the Finance Director for her work. <br />CONSENT Mr. Montour introduced the following resolution and moved its adoption: <br />AGENDA <br />RESOLUTION NO. 2007-7-164 -APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS; <br />*;4PPROVAL OFPAYESTIMATE TO T. A. SCHIFSKYFOR 2007 <br />IMPROVEMENTS; <br />*APPROVAL OF FINAL PAYMENT TO ENGINEERING & <br />CONSTRUCTION INNOVATIONS FOR 2006 LIFT STATION <br />IMPROVEMENTS; <br />*APPROYAL OFAPPLICATIONS FOR OFF-SITE GAMBLING <br />AND EXCLUDED BINGO FOR THE LITTLE CANADA CANADL9N <br />DAYS COMMITTEE <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />CITY Council reviewed the proposed Amendment to the City Administrator's <br />ADMINISTRATOR employment contract which addresses a change in health insurance <br />EMPLOYMENT coverage for the City Administrator as well as a general update of the <br />
