MINUTES
CITY COUNCIL
APRIL 8, 2015
*AWARD QUOTE FOR 2015 CRACK FILLING WORK AS
RECOMMENDED BY THE PUBLIC WORKS SUPERINTENDENT;
*APPROVAL OF FINAL PAYMENT TO HOULE FOR 2013 STORM
IMPROVEMENTS AS RECOMMENDED BY THE CITY ENGINEER
The foregoing resolution was duly seconded by McGraw.
Ayes (4).
Nays (0). Resolution declared adopted.
ANIMAL The City Attorney reviewed his April 3, 2015 report recommending two
ORDINANCE amendments to the City Code relative to potentially dangerous dogs. The
first amendment proposed would allow the city to grant an applicant a
provisional dog license if the applicant's dog is denied a dog license or if
the applicant issued a dog license has two convictions within two years for
violating the Animal Ordinance. This gives the city options when a dog
license is denied as well as making sure individuals who are currently
licensed can have restrictions placed on their log license if they have
convictions for dog related offenses. The current ordinance does not
provide any recourse when a dog license application is denied. The
provisional license provides the City with controls. The Attorney noted
that a dog owner may reapply for a standard dog license after two years if
he or she is in compliance with all provisional license requirements.
The City Attorney noted that the second amendment proposed allows the
City the ability to seize potential dangerous dogs as well as dangerous
dogs should a party not complete the registration requirements. Adding
this language allows the City to enforce the potentially dangerous dog
restrictions and regulations.
Keis asked about enforcement of the City's Animal Ordinance. The City
Administrator replied that essentially enforcement has been reactive. The
ordinance amendments as recommended by the City Attorney will give the
City a means to act against a potentially dangerous dog.
McGraw introduced the following resolution and moved its adoption:
RESOLUTION NO. 201504-69 — ADOPTING AN ORDINANCE
AMENDING CHAPTER 1101 OF THE LITTLE CANADA CITY
CODE RELATING TO DOGS AND CATS AS RECOMMENDED BY
THE CITY ATTORNEY
The foregoing resolution was duly seconded by Keis.
2
