MINUTES <br />CITY COUNCIL <br />APRIL 22, 2015 <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-4-73 —APPROVING THE WHISPERING <br />PINES DEVELOPMENT AGREEMENT WITH J. W. MOORE, INC. <br />AS RECOMMENDED BY THE CITY ADMINISTRATOR AND <br />AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR TO <br />EXECUTE ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />VETERANS The City Administrator reported that the Veterans Committee is moving <br />MEMORIAL — forward with Phase II of the project. He indicated that Phase I is <br />PHASE II completed and was fully funded. There is a positive balance of over $990 <br />FUNDING in the fund at this time, plus the recent receipt of a $1,000 grand and some <br />additional paver sales, bringing the balance to closer to $4,000 or $5,000. <br />The Administrator indicated that the Phase II project will involve the <br />replacement of some interim retaining wall block that was installed on the <br />south side of the memorial wall. This work will involve the installation of <br />a "Freedom Wall" that will a two foot high limestone wall similar to the <br />memorial wall. There are five squares in the lower part of the wall that <br />would be either fountains or enclosed LED lights. There are also <br />additional benches proposed. The Administrator noted that the Parks <br />Consultant is estimating the cost of Phase II at $61,100. The Committee is <br />requesting that the Council advance the money for Phase II with the <br />understanding that they will continue to raise funds to reimburse the City <br />for this cost. The Administrator noted that this is similar to the approach <br />used with the Historical Society in the late 1990's. <br />Rocky Waite, Chair of the Veterans Memorial Committee, noted that the <br />Veterans Memorial has turned into great asset for the community. He felt <br />that the Committee worked to get a good return for the dollars invested. <br />Waite indicated that the Committee is working to develop a plan for the <br />site for the next 5 to 10 years, and felt that in addition to the Freedom <br />Wall, there is discussion about the future improvement of a fishing <br />pier/viewing dock on Round Lake. He also indicated that an Eagle Scout <br />has asked about installing a canopy over the picnic table. Waite indicated <br />that the Veterans Committee will continue to fund raise, but it takes time <br />to get the dollars in. He asked that the Council front the costs of Phase II <br />at this time with the understanding that the Committee will continue its <br />fund raising efforts. <br />17 <br />
