(A) There shall be a quarterly charge for use of the municipal sanitary sewer system. This quarterly charge and the penalty in (E) below shall be set forth and are subject to change by resolution of the City Council of Little Canada and shall at all times be subject to provisions of pertinent contracts with the Metropolitan Council Environmental Services. (B) All accounts shall be kept by the street number and under the account number assigned thereto, and by the name of the owner. All bills and notices shall be sent to the owner's address. If a non -residing owner desires bills and notices be sent to a different address, they shall notify the Utility Billing Department. If the property owner has requested bills and notices be sent to the property's tenant, and should a tenant be delinquent in payment of account balances, the property owner shall be ultimately responsible for payment of the sewer charges. (C) Where service is for less than a quarterly period, the quarterly charges will be pro -rated on a monthly basis. (D) Where an automatic sprinkler or irrigation system is connected to the Municipal water supply and metered separately, there shall be no sewer charged in association with that water usage. (E) Rates due and payable by each sewer user located beyond the territorial boundaries of the City shall be determined by a special contract. (F) Statements for sewer charges for the preceding quarterly period shall be mailed to each customer on or before the 15111 day of January, April, July, and October of each year. Any account which remains unpaid thirty (30) or more days after the bill is mailed is a delinquent account. A penalty in the amount of ten percent (10%) of the unpaid balance shall be added to each delinquent account. Any pre -payment or overpayment of charges may be retained by the City and applied on subsequent quarterly statements. (G) As deemed necessary by City staff, notice shall be provided to account holders and owners with a delinquent balance notifying them of the delinquency. If the delinquent accounts remain unpaid after the payment date specified in the notice, an administrative charge as established by City Cotmeil resolution shall be assessed on these delinquent accounts, and this charge along with the delinquent sewer charges, including penalties, shall be certified by the City Council to the Ramsey County Department of Property Taxes for collection with taxes due against said premises. In the event that the administrative charge is to be certified for unpaid water charges, pursuant to Section 1601.300(G), the administrative charge for unpaid sewer charges shall be waived. (H) Exceptions to the sewer rates set forth above and the water service charge set forth in Section 1.601,300(A) shall apply to senior citizens and disabled citizens who otherwise would be subject to sewer use charges. Any such senior citizen or disabled citizen, as hereinafter defined, shall become eligible for reduced sewer and water service charge rates as established by City Council resolution by signing an application provided by the City affirming 205-8
