(A) There shall be a quarterly charge for use of the municipal sanitary sewer system. <br />This quarterly charge and the penalty in (E) below shall be set forth and are subject to change <br />by resolution of the City Council of Little Canada and shall at all times be subject to provisions <br />of pertinent contracts with the Metropolitan Council Environmental Services. <br />(B) All accounts shall be kept by the street number and under the account number <br />assigned thereto, and by the name of the owner. All bills and notices shall be sent to the <br />owner's address. If a non -residing owner desires bills and notices be sent to a different address, <br />they shall notify the Utility Billing Department. If the property owner has requested bills and <br />notices be sent to the property's tenant, and should a tenant be delinquent in payment of account <br />balances, the property owner shall be ultimately responsible for payment of the sewer charges. <br />(C) Where service is for less than a quarterly period, the quarterly charges will be <br />pro -rated on a monthly basis. <br />(D) Where an automatic sprinkler or irrigation system is connected to the Municipal <br />water supply and metered separately, there shall be no sewer charged in association with that <br />water usage. <br />(E) Rates due and payable by each sewer user located beyond the territorial <br />boundaries of the City shall be determined by a special contract. <br />(F) Statements for sewer charges for the preceding quarterly period shall be mailed <br />to each customer on or before the 15111 day of January, April, July, and October of each year. <br />Any account which remains unpaid thirty (30) or more days after the bill is mailed is a <br />delinquent account. A penalty in the amount of ten percent (10%) of the unpaid balance shall <br />be added to each delinquent account. Any pre -payment or overpayment of charges may be <br />retained by the City and applied on subsequent quarterly statements. <br />(G) As deemed necessary by City staff, notice shall be provided to account holders <br />and owners with a delinquent balance notifying them of the delinquency. If the delinquent <br />accounts remain unpaid after the payment date specified in the notice, an administrative charge <br />as established by City Cotmeil resolution shall be assessed on these delinquent accounts, and <br />this charge along with the delinquent sewer charges, including penalties, shall be certified by <br />the City Council to the Ramsey County Department of Property Taxes for collection with taxes <br />due against said premises. In the event that the administrative charge is to be certified for <br />unpaid water charges, pursuant to Section 1601.300(G), the administrative charge for unpaid <br />sewer charges shall be waived. <br />(H) Exceptions to the sewer rates set forth above and the water service charge set <br />forth in Section 1.601,300(A) shall apply to senior citizens and disabled citizens who otherwise <br />would be subject to sewer use charges. Any such senior citizen or disabled citizen, as <br />hereinafter defined, shall become eligible for reduced sewer and water service charge rates as <br />established by City Council resolution by signing an application provided by the City affirming <br />205-8 <br />
