MINUTES <br />CITY COUNCIL <br />APRIL 22, 2015 <br />Cossack reported that there have been no winter activities; therefore, the <br />rink has not been flooded. Cossack also reported that they will be putting <br />the outdoor lights on a timer to ensure that they go out at 10 p.m. Cossack <br />reported that she has never received any complaints. She also indicated <br />that there are many times that the outdoor activities are over by 830 p.m. <br />Montour asked if the patrons stay in the outdoor recreation area after 10 <br />p.m. Cossack reported that they are typically out by 9:30 p.m. Many of <br />the people then go into the bar for a period of time, Cossack also noted <br />that every bar has issues with patrons leaving at 1 or 2 a.m. Keis stated <br />that he understands this, but pointed out that given the request for a <br />Conditional Use Permit Amendment, this is the time to talk about it. <br />Fischer noted that while Cossack has indicated that they will not have boot <br />hockey or broomball, they are on the list of requested outdoor activities. <br />Cossack stated that she included a variety of activities so that if Gordies <br />wanted to have these in the future, they could do so without amending the <br />CUP. <br />Mike Strub, Fleur Royale resident, reported that he had concerns with the <br />increased noise that would be generated from more outdoor recreation <br />activities at Gordies in conjunction with the consumption of alcohol in the <br />outdoor recreation area. Strub reported that he also had concern with the <br />outdoor storage that is occurring on the property and the general <br />appearance of the recreation area. Strub presented a series of pictures that <br />showed the outdoor storage as well as gaps in the pine trees that screen are <br />supposed to screen the recreation area. He also had a picture showing <br />erosion that is occurring in the grassy lawn area of Gordies' adjacent to <br />Fleur Royale. Strub reported that he wants to work with Gordies' but <br />indicated that when he asked Mr. Cossack about tiding up the area, he was <br />told that Gordies' would install a giant fence along the property line which <br />lies 10 feet from the Fleur Royale building. Strub noted that Kim Cossack <br />wants people to call with concerns, but Strub noted that this is the type of <br />response they get when they try to discuss concerns with Mr. Cossack. <br />Strub stated that he did not think asking that Gordies' keep the property in <br />a tidy manner was an unreasonable request. He indicated that Fleur <br />Royale spends a lot of time and money on their grounds, and they have to <br />look at Gordies' mess, Strub felt cleaning up the outdoor storage and <br />planting more trees would be an enormous improvement. Strub stated that <br />his concern was that once Gordies' get the approvals requested, the <br />adjacent property owners will not have an opportunity to have their <br />concerns considered. Strub stated that he realizes that Gordies' has a <br />wonderful history in Little Canada and that they ownership is trying to <br />keep the bar going. Another problem is that the Fleur Royale building is <br />10 feet from the property line which is not an ideal situation.
