MINUTES
CITY COUNCIL
APRIL 22, 2015
recreation area. Cossack indicated that there would be at least two staff
people outside at all times the recreation area is in use,
Fischer noted Cossack's comments made at the Planning Commission
meeting about the challenges of putting up and taking clown the fencing
used for the corridor. Fischer asked why the corridor fencing could not be
a permanent fencing. Cossack reported that they want to take up the
corridor fencing to allow vehicular access from both sides of the building
for snowplowing, etc,
Fischer reported that the netting around the volleyball area is not an
acceptable fencing. Cossack reported that chain link fencing would be
installed around the entire volleyball area,
Fischer reported that the reason for fencing the outdoor recreation area is
to provide a secure barrier around this area where liquor would be
consumed. Fischer stated that he is struggling with the idea that the poly
fencing was an appropriate barrier. Keis indicated that he did not
disagree, and indicated that his concerns were with security and aesthetics.
Cossack reported that the poly fencing would not be visible from the front
of the property. She also noted that the orange fencing proposed would be
visible to drivers on the property so that they do not drive into the fencing.
Keis reported that he visited the Stadium and noted that their outdoor
recreation area is very secure with a 6 -foot high chain link fence around
the perimeter. People going in and out of the recreation area must do so
through the building. Keis stated that he was concerned about a 125 foot
corridor of orange poly fencing with two gates that extends from the back
or Gordies' into the recreation area. Montour noted that it would be up to
Gordies' staff to monitor this area. Montour also pointed out that patrons
will have to go into the bar to purchase a drink. Keis noted that a patron
may purchase a pitcher of beer and bring it into the recreation area.
Montour noted that Gordies' will have to monitor their recreation area.
Keis stated that his other concern is with quality of life for the neighbors
of Gordies. He indicated that while Cossack submitted letters in support
of their request, letters of opposition have been submitted to the City as
well. Keis noted that some of the letters indicate that Gordies' has been a
good neighbor, but they want to make sure that they can have their
windows open in the summer and that lights are off in the recreation area
by 10 a.m. Keis noted that in the winter flooding has been done at 10:30
p.m. Keis pointed out that whatever is done at Gordies', the neighbors
have to live with.
4
