MINUTES <br />CITY COUNCIL <br />APRIL 22, 2015 <br />RECESS <br />PRELIMINARY <br />PLAT & PUD <br />PERMIT — <br />BLACK <br />TERN <br />ADDITION <br />The City Attorney asked Cossack if she was willing to waive the 60 clay <br />review period to the first Council meeting in May. Cossack reported that <br />she was willing to waive the 60 day review period and submitted a written <br />waiver to the City Clerk, <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-4-68 — TABLING ACTION ON THE <br />AMENDMENT TO CONDITIONAL USE PERMIT FOR GORDIES' <br />PLACE, 201 LITTLE CANADA ROAD, TO THE FIRST COUNCIL <br />MEETING IN MAY SUBJECT TO SUBMISSION OFA REVISED <br />PROPOSAL INCLUDING A REDUCTION IN THE NUMBER OF <br />DAYS PER WEEK FOR ACTIVITIES, THE VARIETY OF <br />ACTIVITIES, A REVISED SCREENING AND SECURITY PLAN, AS <br />WELL AS A PLAN FOR THE GENERAL CLEAN-UP OF THE AREA <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (4). <br />Nays (0). <br />Abstains (1) McGraw. Resolution declared adopted. <br />At this point in the meeting, the Council took a short recess (9:09 p.m.). <br />The meeting was reconvened at 9:15 p.m. <br />Keis opened the Public Hearing to consider a Preliminary Plat for the <br />Black Tern Addition as well as a Planned Unit Development Permit to <br />allow the construction of a 120 -unit senior housing facility consisting of <br />independent living, assisted living, and memory care on property <br />generally southeast of the intersection of Rice Street and Country Drive <br />as requested by Hearth Development. <br />The City Planner reviewed his April 3, 2015 report relative to the <br />Preliminary Plat and PUD Permit for a 120 -unit senior housing facility <br />proposed by Hearth Development. The Planner indicated that the property <br />is zoned PUD and the Comprehensive Plan anticipates that there would be <br />a mixed use pattern in this area. Therefore, the land use appears to be <br />consistent with the general land use plan for the area, provided that the site <br />and building plans meet the City's expectations for PUD projects and the <br />site in question. <br />The Planner noted that the plat consists of 17 acres which would be platted <br />into a single lot and block plus one outlot.
