He indicated the need for screening improvements suggesting a <br />6 foot high fence made of a permanent material or something more rigid <br />than the poly fencing proposed. Keis suggested the need to address <br />security to ensure controls within the outdoor recreation area as required <br />by law. Keis also suggested that improvements need to be made to <br />aesthetics and the general appearance of the recreation area. Montour <br />asked what laws related to control of the area, Keis noted that the outdoor <br />recreation area must be contiguous to the bar in order for alcohol to be <br />consumed within that area, He expressed concern with the multiple <br />entrances and gates into the outdoor recreation area, and suggested that the <br />gates would need to be eliminated or a security person may have to be <br />present to monitor these entrances. <br />Cossack noted that her plan was to put up and take down the walkway <br />fencing each day as they do not want to block off their parking lot. Keis <br />suggested a more permanent fencing for the majority of the walkway and <br />questioned the need for putting up and taking down the fence each day. <br />Cossack felt that for the ease of snowplowing the fence should go up and <br />down each day. Cossack asked if they could start with the temporary <br />fence and a security person to see if that situation would work, <br />The City Planner indicated that there is freestanding rigid fencing that <br />could be chained together and easily moved. The Planner stated that his <br />concern with the poly fencing is that it could be easily breached, <br />Fischer stated that his concern was that the poly fencing would not be <br />secure, but suggested that having security in place might do it. <br />Keis indicated that he was not prepared to make a decision on the CUP <br />Amendment this evening, and suggested that the matter be tabled until the <br />next meeting, Keis recommended that in the meantime, Cossack prepare a <br />revised request based on this evening's discussion. The City Planner <br />noted that a waiver of the 60 day rule will be needed. <br />Cossack reported that her leagues are scheduled to start in June. Keis <br />pointed out that the next meeting will be the second week in May, He also <br />pointed out that the City may be willing to let the leagues start with no <br />liquor service or consumption in the area. <br />Keis again reviewed with Cossack needed changes to the application, <br />including reducing the number of nights per week for outdoor recreation, <br />decreasing the number of activities, Le, eliminating broomball and boot <br />hockey if there is no intention of having these activities. Keis noted the <br />need for a screening plan and fencing alternatives as well as clarification <br />of security for the outdoor recreation area. <br />10 <br />
