Hanson <br />TO: Mayor Keis & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: May 7, 2015 <br />RE: Quiet Zone Agreements with MnDot and CP Rail <br />About one year ago, the City received $1,250,000 in funding from the State of Minnesota to <br />establish quiet zones within in our community. The City of Shoreview also received $500,000 in <br />funding for two of their crossings. SEH, Inc. was retained to conduct the necessary engineering <br />analysis. We have also been working with MnDot to create the needed agreement to facilitate <br />the expenditure of bonding funds designated for our use. <br />Attached are two agreements needed to continue this process. One is with the State of <br />Minnesota to address our use of grant funds from the State's General Obligation Bonds. These <br />funds will pay for signals, crossing gates, upgraded circuitry, lighting, and equipment house. <br />Bond funds can also be used to pay for roadway improvements on city streets that would involve <br />medians and signage. However, they cannot be used to pay for road improvements on County <br />Roads because Ramsey County was not listed as an eligible recipient in the legislation. In Little <br />Canada's case, this is a non -issue given our costs exceeded the bonding allocation. <br />The second agreement is with Soo Line Railroad, dba Canadian Pacific Railway. This governs <br />the construction of the signal and gate upgrades for our six crossings. Again, the City will be <br />responsible for roadway improvements at those crossings where medians will be installed. <br />Here is a listing of the crossings, planned improvements, and the estimated cost: <br />Woodlyn: $275,907 <br />South Owasso: $217,771 <br />Little Canada Road: $215,627 <br />Demont Avenue: $233,333 <br />County Road B2: $263,570 <br />County Road B: $246,445 <br />TOTAL: $1,452,638 <br />
