MINUTES <br />CITY COUNCIL <br />APRIL 27, 2015 <br />meeting with the new property owners across from the park about leased <br />parking space, relocating the horseshoe pits. Hedlund stated that he also <br />wanted to see whether or not the Sheriff's Department will ticket any <br />unauthorized vehicles within the Canadian Days parking area. The City <br />Administrator felt the Sheriff's Department would do so if asked. It was <br />noted that if the Sheriff's is asked to ticket unauthorized vehicles, those <br />people receiving permits will be reminded to be sure to display their <br />permits. Fahey pointed out that the parking area is signed that it is parking <br />by permit only. <br />The City Administrator suggested that Hedlund work with the Parks <br />Director to see if there is the potential for more parking further into the <br />park as well as check what it would take to light this area. <br />Goswitz noted the new light that was put up last year for Canadian Days <br />that was supplied by the City and indicated that they would like to add <br />more lights on a pole near the ballfields. The Parks Director indicated that <br />he would check to see if there was another light that Canadian Days could <br />use. <br />The Director noted that the discussion this evening related to two different <br />issues. One issue is the reforestation plan which does not impact <br />Canadian Days. The other issue is resolving the Canadian Days parking <br />problem. The Director noted that the conclusion seemed to be that <br />Canadian Days will document in an engineering plan the parking layout, <br />see if there is additional area further into the park that can be used, and <br />work on the relocation of the horseshoe pits. The Director indicated that <br />additional discussion would then be held next year on the parking issue. <br />The City Administrator asked the Council's position on the reforestation <br />plan. Keis indicated that what he has seen this evening appears to be <br />concept and no time frame has been established for this work. Sanders <br />indicated that bids have not been obtained for the plantings. Sanders <br />suggested that prior to doing the reforestation, that volunteer labor be <br />obtained to do the clearing out and buckthorn removal. Keis directed that <br />a timetable and a budget should be submitted to the Council for approval <br />prior to the project moving forward. Sanders indicated that it is getting <br />late to get the project moving forward this spring, and suggested that this <br />could be a fall project. The Director indicated that they would like to get <br />the project moving forward so that they can notify the Broecher Estate on <br />how their donation was used. <br />Montour agreed that a plan, a budget, and a timeline should be put <br />together for the Council's approval. Montour agreed that the clearing out <br />and the buckthorn removal should be done prior to the planting. <br />7 <br />
