MINUTES <br />CITY COUNCIL <br />APRIL 27, 2015 <br />ago. Sanders stated that it would not as the area would be too narrow to <br />expand that parking. <br />Gagne reported that he has been through this wooded area and felt it was a <br />disgrace. Gagne indicated that the trees are of low quality or are dead and <br />the area contains a great deal of buckthorn. Gagne stated that he would <br />like to see the area cleaned out so that people could walk through it. He <br />noted that portions of the farmstead building foundations are still there. <br />The Director noted that the Commission's intention is to identify the <br />foundation and put up some plaques telling the history of the area. <br />However, the wooded area would remain as such. While some of the <br />deadfall would be cleaned up the intention is to leave some for wildlife <br />habitat. The Director also indicated that efforts will be made to address <br />the buckthorn. Sullivan noted that dealing with the buckthorn will be an <br />ongoing effort. <br />Keis stated that as the plans for the reforestation become more finalized <br />and a timeline established, this information should be submitted to the <br />Council. With regard to Canadian Days parking, Keis noted that there is <br />not a huge opportunity to add additional parking spots within the park <br />other than to go deeper into the park and develop a means of lighting that <br />area. He also noted the discussion that the new owners across from the <br />park will be contacted after this year's celebration to see if they would be <br />willing to lease parking space to Canadian Days. Hedlund also pointed <br />out that moving the horseshoe pits would be very beneficial. The Director <br />indicated that the horseshoe pits could be moved and felt moving them <br />was preferable to the sleeve system that was suggested. <br />Vang asked about additional parking on the north side of the school. <br />Goswitz reported that Canadian Days has no control over that parking and <br />again indicated that they do not want to displace LCRA. It would be also <br />difficult to monitor this parking. The City Administrator suggested that <br />perhaps it could be used for Canadian Days sponsors. <br />Gagne noted that there is area south of the park that could be used for <br />parking, but again there is the lighting issue to deal with. The area <br />suggested is along the Fire Fighters Trail. Goswitz suggested it might be <br />possible to rent lights. The Director noted the area gated off by the St. <br />Paul Water Department and suggested that with some improvements that <br />area might be usable for parking. He also indicated that the area further <br />into the park could be lit noting that the carnival has a generator that might <br />be able to be tapped into. Darling asked if lights could be rented from the <br />carnival. Goswitz felt the carnival only brought enough lighting for their <br />own needs. Darling suggested that the carnival be asked. <br />Keis suggested that some good ideas have been generated by the <br />discussion this evening, i.e. expanding parking further into the park, <br />6 <br />
