MINUTES <br />PLANNING COMMISSION <br />MAY 14, 2015 <br />The City Planner reported that he would update the Commission of his <br />review of the landscape, lighting, and signage plans for this development <br />at their next scheduled meeting. <br />AMEND The City Planner reported that the City has a PUD Permit to operate a <br />PUD seasonal farmers' market at the Saxon Lanes property and would like to <br />PERMIT — expand that permit to operate at the Market Place Shopping Center and <br />FARMERS' Hardware Hanks property in addition to Saxon Lanes. The City is <br />MARKET planning to be at the Saxon Lanes site for the first two weeks of the <br />farmers' market, and the remaining weeks will be at the Market Place site. <br />Hardware Hanks currently has a garden mart at the Market Place site, and <br />the farmers' market will move from the Saxon site once the garden mart is <br />removed. The Planner also noted that there is a private party that has a <br />PUD Permit to operate a vegetable stand at the Market Place Shopping <br />Center. The farmers' market will be at the Market Place on Mondays, and <br />the private vendor is not open on Mondays, so there will be no conflict <br />between the two uses. <br />Duray recommended approval of the Amendment to PUD Permit for the <br />operation of a seasonal farmers' market at both Saxon Lanes and the <br />Market Place Shopping Center/Hardware Hank properties subject to <br />compliance with the recommendations of the City Planner as outlined in <br />his May 8, 2015 report. <br />Motion seconded by Davison. <br />Motion carried 6 — 0. <br />AMEND The City Planner reported that a resident has expressed concern about the <br />ZONING increased train traffic in the City. This resident's property backs up to the <br />CODE- train tracks, and he is requesting that the City allow him to put up a <br />SPECIAL 12 -foot high fence along the tracks. The Planner reported that the City's <br />PURPOSE fence ordinance allows a maximum fence height of 61/2 feet. However, <br />FENCES there is a clause in the Code that allows special purpose fences by <br />Conditional Use Permit. The Planner felt that this request would fall into <br />the category of special purpose fence, but recommended that if the City <br />were to allow higher fences along railroad tracks, the Code should contain <br />some standards for these fences. The Planner reported that he drafted an <br />ordinance amendment should sets out standards for railroad screening <br />fences, and reviewed these standards with the Commission. The standards <br />include the requirement of a building permit for the fence, allowed <br />location for the fence and verification of property lines, allowing a height <br />of up to 12 feet, establishing the types of fencing materials that can be <br />3 <br />
