MINUTES <br />PLANNING COMMISSION <br />MAY 14, 2015 <br />senior housing project subject to final review and approval of all <br />outstanding items by both the City Engineer and City Planner. <br />Greg Johnson, Hearth Development, indicated that he will work with the <br />Engineer and the Planner to resolve all open items. He indicated that <br />Hearth Development is very excited about this project and hopes to <br />receive Commission approval of the project. <br />Duray noted the building elevations and asked if building upgrades that <br />were suggested at the last meeting were made. Johnson reported that they <br />were and described areas were additional brick was added as well as the <br />staggering that was added to the front elevation of the building. The <br />undulation ranges from 2 to 4 feet which Johnson felt will provide depth <br />to the appearance of the building. <br />Duray asked about the access point on Country Drive. Johnson indicated <br />that the access drive was pushed further to the east. Duray asked if <br />Johnson had discussed this with the County noting the County's plan to <br />add medians on Country Drive. The City Planner reported that the City is <br />working with the County to avoid or minimize medians on Country Drive <br />given the negative impact these would have on the Caribou property. <br />Ledin noted the indication of two Rice Street access points. The City <br />Planner indicated that an early plan showed two, but there is only one <br />access point proposed for Rice Street in the final plans. <br />Duray asked if there will be any problems complying with the City <br />Engineer's recommendations. Johnson reported that there will not. <br />Buesing suggested that Johnson provide some two-dimensional drawings <br />of the building so that the City can get a better idea of the depth of the <br />building. Johnson reported that he would provide that information for the <br />City Council's review. <br />Murphy recommended approval of the Final Plat for the Black Tern <br />Addition as well as Final Stage Planned Unit Development (PUD) Permit <br />to allow the construction of a 1 20 -unit senior housing facility consisting of <br />independent living, assisted living, and memory care proposed by Hearth <br />Development subject to compliance with the recommendations of the City <br />Planner and the City Engineer, and subject to the approval of the City <br />Planner and the City Engineer of all outstanding items. <br />Motion seconded by Ledin. <br />Motion carried 6 — 0. <br />2 <br />
