This requirement is <br />an attempt to address their concerns. <br />Barraclough suggested that points 2 and 12 be combined. <br />Allan suggested that allowable outdoor storage area be tied to building <br />size. She again noted that this would encourage larger buildings in the <br />park. The City Planner noted that the I-P District ties outdoor storage to <br />building size for this very reason. The Planner again noted the option to <br />tie outdoor storage to lot size. Allan asked the Planner what his <br />recommendation would be. The City Planner suggested that outdoor <br />storage be tied to building size, allowing the equivalent in building size in <br />outdoor storage. The Planner noted that most of the businesses in 12yan <br />Industrial Park will have a long way to go to meet this requirement. He <br />also noted that this is four times the amount of outdoor storage allowed in <br />the I-P District. <br />Keis indicated that the property owners will argue that the City is not <br />allowing them to use their property. Keis pointed out that with larger <br />buildings there is more hard surface on a property and less run-off area. <br />Keis felt it was a reasonableness factor. <br />The City Planner noted that the lots in Ryan are generally small. After <br />accounting for the building, parking and circulation areas, 40% coverage <br />is common and 50% cover is intense. The Planner indicated that those <br />figures are before you consider outdoor storage areas. <br />Barraclough pointed out that under this new ordinance, the property owner <br />will have to obtain an IUP that is tied to an outdoor storage license. Their <br />other options are to comply with the approved CUP for the property or <br />expand their buildings and store indoors. This situation still allows the <br />property owners to make a living. Barraclough stated that he liked the <br />IUP and license, but felt the City had to be reasonable with the amount of <br />outdoor storage it will allow. <br />Blesener indicated that outdoor storage has to be brought under control <br />and cannot cover an entire property. <br />Montour noted that most of the businesses in Ryan Industrial Park do not <br />meet the true definition of an industrial use. The Planner agreed, pointing <br />out that there are not a lot of manufacturers in the park. Montour stated <br />that the Park has an abundance of varying types of small businesses. The <br />Planner pointed out that this is because the lots are so small. <br />Barraclough suggested that redevelopment of Ryan may occur sooner as <br />businesses want to be located in the Metro area. <br />
