The IUP indicates the temporary nature of the use and points out <br />that the City has long term redevelopment plans for the area. <br />Keis asked about the impact on land values. The City Planner suggested <br />that this is not something that the City should be too concerned about. <br />The Planner also noted that the IUP may get people thinking about a <br />redevelopment plan. The Planner pointed out that outdoor storage is an <br />easy way for property owners to make money. <br />Blesener suggested that if property owners did not have CUP's for outdoor <br />storage and the City was issuing only IUP's, this would not impact <br />property values. However, if a property owner has a CUP that runs with <br />the property, that property owner must comply with the conditions of the <br />CUP. To have a change approved for outdoor storage, the property owner <br />would have no alternative other than the IUP. <br />Blesener and Allan indicated that they support the IUP option for <br />regulating outdoor storage. <br />McCrraw pointed out that there are other areas in the City with I-1 zoning <br />other than Ryan Industrial park. He noted that whatever regulations the <br />City adopted must fit all the I-I properties in the City. <br />The City Administrator noted that the McGough property wilt be utilized <br />as an outdoor storage site until the property owners are ready to do <br />something with the property. Blesener agreed, and pointed out that given <br />the nature of the McGough CUP, whatever the City does will not affect <br />them. The City Administrator noted that McGough could sell the property <br />as an outdoor storage site. <br />The consensus of the Council was to regulate outdoor storage by IUP to <br />the property owner with individual tenants needing an outdoor storage <br />license. <br />The Planner reviewed item 4 under interim use section requiring that <br />storage material and equipment be capable of moving under its own <br />power, or stored on a trailer or within a container. Keis asked about <br />storage of materials that would typically be placed directly on the ground <br />such as pipes. Montour commented that it is difficult to regulate neatness. <br />The City Planner stated that the question is how one distinguishes between <br />a pile of pipes on the ground and a pile of radiators. <br />Keis questioned the suggested requirement that outdoor storage areas be <br />monitored by video surveillance whenever employees are not on the <br />property.
