MINUTES <br />CITY COUNCIL <br />MAY 11, 2015 <br />RENEWAL <br />OF LIQUOR <br />& TOBACCO <br />LICENSES <br />200-208 RYAN <br />DRIVE — <br />NON- <br />CONFORMING <br />EXTENSION <br />*APPROVAL OF CITY CENTER REMODEL CHANGE ORDERS <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />The City Clerk recommended approval of the renewal of the City's Liquor <br />and Tobacco Licenses for the license period July 1, 2015 through June 30, <br />2016 pending receipt of satisfactory liquor liability insurance certificates <br />and satisfactory Sheriff s Department Background Checks. The Clerk <br />noted that the Tobacco License for the owner of the Clark Station at 228 <br />Little Canada Road has not applied for renewal of this license. The owner <br />has indicated his intent to redevelop this property into something other <br />than a gas station/convenience store. <br />Fischer indicated that he has reviewed the data provided by the Ramsey <br />County Sheriff's Department on calls at each of the liquor and tobacco <br />licensed businesses in the City, and noted that the majority of the calls <br />were people reporting suspicious activities. Fischer felt that this was <br />people doing the right thing in order to keep the City safe. He felt there <br />were few alcohol or tobacco -related calls at these establishments. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-5-86 — APPROVING THE RENEWAL OF <br />LIQUOR AND TOBACCO LICENSES AS RECOMMENDED BY THE <br />CITY CLERK FOR THE LICENSE PERIOD JULY 1, 2015 <br />THROUGH JUNE 30, 2016 PENDING RECEIPT OF <br />SATISFACTORY PROOF OF LIQUOR LIABILITY INSURANCE <br />AND SHERIFF'S DEPARTMENT BACKGROUND CHECKS <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />The City Administrator noted that the property at 200-208 Ryan Drive was <br />destroyed by fire last fall. Under the City's ordinance, the property owner <br />as the right to re-establish the non -conforming use, and to do so, must <br />apply for a building permit within 180 days of when the building was <br />destroyed. The property owner asked for and received an extension to <br />apply for the building permit. The property owner is seeking another <br />extension, and is very close to finalizing bids for the reconstruction of the <br />building. The Administrator recommended that the Council approve <br />11 <br />
