MINUTES <br />CITY COUNCIL <br />MAY 11, 2015 <br />AMEND Keis noted the next item is consideration of the application for Gordies' <br />CUP — Place for an Amendment to a Conditional Use Permit to allow outdoor <br />201 LITTLE recreation consisting of bean bags, volleyball, horseshoes, body ball, <br />CANADA bocce ball, boot hockey, and broom ball in conjunction with the serving <br />ROAD — and consumption of alcoholic beverages. The public hearing to consider <br />GORDIES this matter was closed at the last Council meeting with action tabled until <br />this evening's meeting. <br />The City Administrator reported that since the last Council meeting there <br />has been a series of meetings with Gordies to discuss how to enhance their <br />application relative to the Amendment to CUP that they are requesting. <br />The Administrator noted that given the request to serve alcohol outdoors, <br />the State requires that the area where the alcohol will be served and <br />consumed is contiguous to the Gordies' building. The Administrator <br />noted that one of the biggest issues with outdoor alcohol consumption is <br />security. He also noted that the ownership of Gordies has had discussions <br />with representatives of Fleur Royale to address their concerns. The <br />Administrator reported that Gordies submitted a new site plan that <br />contains some modifications. <br />Tom Cossack, owner of Gordies since 1976, reported that they would like <br />to amend their CUP to add bean bags and body ball to the list of approved <br />outdoor recreation activities. They would also like to serve alcohol in the <br />outdoor recreation area as well as some food. Cossack pointed out that the <br />outdoor recreation area will be controlled with fencing and will be <br />monitored by staff. There will be poly fencing that will extend from the <br />back door of Gordies down to the outdoor recreation area to secure the <br />entire area and make it contiguous to the building. Cossack reported that <br />they have met with Gary Rusten, President of the Fleur Royale Board, as <br />well as Mike Strub, resident of Fleur Royale, to address the issues raised <br />by Fleur Royale residents. As a result of that meeting, Cossack indicated <br />that six additional pine trees will be added to the area where pines already <br />exist to provide better screening of the recreation area from Fleur Royale. <br />He also indicated that they have exchanged phone numbers so if there are <br />concerns on the part of Fleur Royale residents, they can be contacted and <br />made aware of the concerns. Fischer asked for clarification on how <br />alcohol is proposed to be served in the outdoor recreation area. Cossack <br />replied that wait staff will bring alcohol from the bar serving people in the <br />outdoor recreation area. A separate bar will not be set up in the outdoor <br />recreation area. <br />Montour asked about the changes from what was proposed at the last <br />Council meeting, asking if these include the black poly fencing, additional <br />pine trees, and elimination of some gates.
