simply tapping into the existing fiber line rather than running a separate proprietary line,
Mr. Heiser recently spoke with the Government Affairs Official for Century Link and he
learned that there will be no free tapping on existing fiber lines, Even if the City were
able to tap into the line it would still need to tie the line back into another building such
as City Hall so the two new buildings could be on the network. So there would be extra
costs for that work. If you didn't connect to another building on the Roseville network
you would have to set up a firewall at both buildings and you would only have internet
access and no possibility for security camera coverage,
Mr. I-Ieiser said that based on the $38,307.90 bid from Arvig and anticipated annual
maintenance fees for the fiber line he figures it will cost the City approximately $200 per
month over 30 years. That includes phones, internet, network, and security, He was very
skeptical that the monthly charge from Century Link would be that low even if the City
did receive some sort of grant or discount on the monthly service.
The Government Affairs Official said that they have never set up a franchise agreement
in any other part of the country that included an INET -style network. Mr. Heiser was
very confident that there would be paid services for member cities. He has a meeting on
Tuesday, May 26 regarding the franchise agreement and he said if he heard anything
different or more favorable to the Cities he would let us know prior to the Council
meeting on Wednesday.
Mr. Heiser feels that installing a private line provides the best value for the City. Mr,
Terre Heiser at Roseville IT has worked with Arvig on past projects and reported that
they do good work and usually turn projects around quickly. Staff recommends awarding
the installation of fiber optic line to Arvig Communications.
